The overall objective of the project is in line with Priority Axis 9 – Protecting the health of the population in the context of the COVID-19 pandemic, through investment priority 9a Investments in health and social infrastructure that contribute to development at national, regional and local level, reducing health inequalities, promoting social inclusion by improving access to social, cultural and recreational services, as well as the transition from institutional to community-based services and aims at promoting investment by DGASPC Constanta to strengthen the capacity to respond to the public health crisis caused by the spread of the SARS-CoV-2 virus. The facilities and equipment purchased by DGASPC Constanta for public residential social centres for subordinated vulnerable groups, contribute crucially to improving the timely and effective response of the public health system to the COVID-19 crisis in Constanta County and contribute unequivocally to the achievement of the programme result indicator, i.e. adequate care and treatment capacity for cases of infection with SARS-CoV-2/health crisis management. Specific Objective 2 will contribute to the achievement of the result indicator of LIOP 2S132 – adequate capacity to care and treat cases of infection with SARS-CoV-2/health crisis management. The indicator is qualitative (before LIOP intervention: NO; after the LIOP intervention: Yes), by equipping social centers subordinated to DGASPC with protective equipment and medical equipment that will be used directly both for the prevention and treatment of COVID-19 infection, the care and treatment capacity of infected persons will be effectively and effectively improved. At present, DGASPC’s intervention capacity is limited by reference directly to the growing number of cases in Constanta county as well as to the current endowment with which DGASPC is required to manage this pandemic crisis. After the purchase of the equipment proposed by the project, the mode of intervention in the COVID-19 pandemic will be considerably improved.
