The general objective of the project aims to strengthen the capacity of Mures County Clinical Hospital to manage the situation created by the COVID-19 health crisis in order to ensure a timely and effective response of the public medical system to the COVID-19 crisis, by equipping with protective equipment, medical equipment and other equipment, which will be used directly to prevent infection of medical personnel, to limit the interaction between patients and hospital staff and to increase the capacity for diagnosis, treatment and monitoring of COVID-19 patients within the health unit. The project contributes to the achievement of the result indicator of the programme (appropriate capacity for care and treatment of cases of infection with SARS-CoV-2/health crisis management) because it aims to equip the equipment approved by the Mures Public Health Directorate, Mures County Clinical Hospital, hospital with a role in the management of the health crisis, according to Order of the Health Ministry 555/2020 designated as a Phase II hospital (Annex 2) and Hospital Support for patients positively tested or suspected with SARS-COV-2 virus (Annex 3). The intervention capacity at Mureş County Clinical Hospital is currently reduced. At the level of the municipality there are 5 test systems, the number of tests carried out on a daily basis is, however, at half the actual testing capacity, about 600 tests. 50-60 tests can be processed within the Mureş County Clinical Hospital every day, until the end of August, which reveals the need to increase the testing capacity. By 7 September 2020, 1372 patients were admitted to Mureş County Clinical Hospital out of 1507 (91.04 %) diagnosed positively at Mureş County level, with 3527 RT-PCR samples being carried out by the end of August 2020. During the state of emergency Mureş County Clinical Hospital was designated a Phase II hospital and support for the dismantled population. In this context, only COVID-19 cases and medical emergencies were hospitalised, with hospital capacity being organised for patients diagnosed with COVID-19. With national approaches to hospitalisation of COVID-19 cases and non-COVID-19 medical and surgical cases requiring medical services in the last quarter, the capacity to treat COVID-19 cases decreases to accommodate cases with chronic and/or acute diseases in the population. The existing medical equipment for investigations and interventions is insufficient to ensure treatment and monitoring of both COVID-19 and non-COVID-19 patients, respectively for all hospital specialties, the dispersion of the departments being throughout the municipality.
