The National Project Monitoring and Evaluation of Inclusive Policies and their impact on marginalised Roma communities (NP mAh) will be implemented for 7 years as a cross-cutting measure whose main objective is to ensure comprehensive monitoring and evaluation of inclusive policies and the evaluation of their impact on the Roma population, in particular marginalised Roma communities (MRCs), through the collection of data and information on the socio-economic conditions of Roma life. The sub-objectives of the project sú:vytvoriť and establish a mechanism for monitoring and continuous evaluation of the success and effectiveness of the various tools of inclusive policies and the evaluation of their impact on the Roma population, in particular the CLLD; ensure standardised and regular data collection in the CLLD environment, including updating existing databases, using different methods and procedures, including standardised statistical surveys;ensuring the link with the monitoring framework at European Union level – the Slovak Republic’s commitment under the Recommendation of the Council of the European Union on effective measures for Roma integration in the Member States (hereinafter referred to as “Council Recommendation”). The target group of the project, in accordance with the Human Resources Operational Programme for the 2014-2020 programming period (hereinafter referred to as “OP HR”), priority axis 5 is the members and residents of the CLLD, the employees/employees of the state administration and the municipalities working with the CLLD. The outputs of the project will also be used by experts, academic workplaces and the professional public. The collection of data on the socio-economic conditions of Roma life and the impact of policies on this part of the population is of great importance for the targeting of individual measures aimed at promoting the social inclusion of Roma as well as for the fulfilment of the objectives of the Slovak Republic’s Strategy for Roma Integration up to 2020 (hereinafter referred to as the Strategy) and its action plans. Building on the results of the assessment of the structural preconditions necessary for the successful implementation of the Strategy by the European Commission, it is necessary to establish and implement a robust monitoring and evaluation system that ensures regular and consistent data on the impact of Roma integration measures. Despite the fact that priority axis 5 of the OP HR is targeted to areas of less developed regions, in order to ensure a comprehensive approach to the issue, the national project will be implemented in all eight self-governing regions, i.e. including the Bratislava region (more developed region). In order to achieve the objectives of the project, it is necessary to map the situation on the living conditions of the Roma population and the impact of inclusive policies, including the more developed region. As expenditure for a more developed region is not taken into account in the OP HR for Priority Axis 5 and 6, it will be covered by the State budget in full and under the conditions set out in the invitation.
