Central economic system

The project’s aim is based on the need to centralise public finance management systems as a prerequisite for building a modern and efficient public administration. The aim of the project is the implementation of the economic information system as the basic means for the application of unification and subsequent optimisation of the economic processes of the state administration entities, which will allow the Ministry of Finance of the Slovak Republic to manage and guide them centrally, to streamline and rationalise their performance and to reduce the costs of their operation. The implementation of the project will create space for the transformation of the economic activities of the state into service-provided services and will anchor the position of the Ministry of Finance in the field of economic processes of the state administration. The Central Economic System (CES) will provide shared, methodologically and processally unified services on the government cloud platform, comprehensively covering the electronic performance of economic and support activities of selected government entities, including its application and methodological-procedural support services. The project activities are spread out between Solution Analysis and Design, Solution Implementation, Solution Testing and Solution Deployment. Part of the project activities is also the procurement of additional licenses within the Purchase of SW for Solution and Support Activities Project Management and Publicity. The project will involve about 480 state administration organisations (within the whole territory of the Slovak Republic), which will receive centrally managed, always up-to-date and methodologically implemented IS covering the most important economic agendas of the organisations. At the same time, a coherent integration between the CES and other central public financial management IS will be implemented, providing additional positive effects in the form of simplification and the complete elimination of certain parts of administrative operations. In accordance with the approved feasibility study (4.5.2017 by decision of the Steering Committee of Priority Axis 7 OPII, the study is available on the metais: https://metais.finance.gov.sk/studia/detail/e7d1d03e-581a-c244-0af2-bd5f50e1331d?tab=basicForm) will be technologically CES built on SAP platform, which is the most widely used platform of economic information system of government entities (56 %). For a central solution at state level, it was important to choose a technology platform with sufficient capacity and stability, taking into account the protection of investments already made in the construction of economic systems of government organisations and the public finance management system environment.   From the point of view of managing public finances, the MF SR will gain control over the application of methodologies and thus the assurance of their correct application in the CES. At the same time, it will gain access to the central source IS, which will open up the MF SR’s scope for direct access to the source data and to verify the quality and reliability of the data reported and submitted by individual entities within the central consolidation system. Measurable project indicators sú:Dodatočný number of government sections where decision-making is supported by analytical systems (e.g. for risk analysis) with target 5Number of additional centrally used internal administration support systems within ISVS (as services in the SaaS cloud) with target value 1Number of new optimised government sections with target value 5.
