Improving accessibility to the TEN-T network in Upper Pova – Stage III

The aim of the project is to improve accessibility to TEN-T infrastructure and to Class I roads in the Upper Považie region. The specific objective of the project is to reconstruct and modernise pathway II/583 in order to improve accessibility to the TEN-T network and to the roads of Class I in the region of Upper Považie. Class II road 583 is 44.645 km long. It begins in Žilina and ends in Párnica district Dolný Kubín. Road II/583 connects from the western side via road I/11 to the basic TEN-T network – the Baltic-Adriatic Corridor, namely the section of the D3 motorway Žilina, Strážov – Žilina, Brodno. This section is further connected to the section D3 Žilina, Brodno – Kysucké Nové Mesto. From the eastern side, road II/583 connects to the comprehensive TEN-T network, namely the section R3 Dolný Kubín – D1. Road II/583 needs to be reconstructed and modernised in order to remedy the problems identified, to increase traffic fluidity, to improve road users’ safety. The implementation of the project will increase the safety of road users, increase traffic fluidity. Transport infrastructure and thus the quality of transport operators and connections will also be improved. Comments from the safety audit were also incorporated in the processing of project documentation on the basis of which the reconstruction and modernisation of road sections will be carried out. From the point of view of the transport function that this road fulfils, there will be an improvement in the transport connection of the regions Horné Považie, Orava and Kysuce, in conjunction with the regional town of Žilina and secondary and tertiary nodes with TEN-T infrastructure, including multimodal nodes. The continuity and safety of road traffic will be increased, while road II/583, which is the main bypass route in the event of collision or closure of Class I road on the ZA-MT thrust (mainly the section below Strečná). The implementation of the proposed activities will result in the reconstruction of the 2nd class roads with a length of 1.58 km. As part of the implementation of the project there will be a change of asphalt layers, marking of pedestrian crossings, reconstruction of unpaved edges, road reinforcement, reconstruction of passes, in selected sections of road II/583 there will be a replacement of the entire road structure, reconstruction of bridges, public lighting of transitions for pedestrians and remediation of the slide. The result of the implementation of the main activity of the project will be a comprehensive reconstruction and modernisation of the bridge building 583-009 over the river Varínka and the related cancellation of the bridge 583-010. The implementation of the proposed works will extend the life of the bridge structure and increase the safety of road users at that point. At the same time, after proper and complete implementation of the proposed works, the causes of existing faults of the bridge building will be eliminated. In the cadastral area of the village Terchová will be carried out remediation of the landslide in km 26,71-26,95 and the conversion of the bridge 583-020 over the Biely potok to the plot No. 15035. 212 m of retaining wall is built, which stabilises the slides of the road and then rebuilds 2 bridges. As part of the implementation of the project, road II/583 will be reconstructed and modernised in the cadastral area of Varín, Krasňany, Belá, Terchová, including the reconstruction and modernisation of public lighting within the scope of the project budget. The operational and technical sustainability of the project outputs throughout the sustainability period will be ensured by the applicant in accordance with the applicable Slovak legislation and with the applicant’s own capacities. The roads in question are owned by the applicant, ŽSK, in accordance with the applicable Slovak legislation, provides property management, maintenance of roads and their operation. The road administration of ŽSK carries out activities within the scope of the whole ŽSK in the field of road transport. Its activities result from the fulfilment of an obligation under special laws and other regulations (Road Act 135/1961 Coll. on road traffic 315/1993 Coll., as amended, technical regulations of the MDVaRR SR). The financial envelope for the operation of the project during the whole period of the reference period will be provided by the ŽSK from its budget. Each year the ŽSK approves its budget, taking into account the funds needed to ensure the operation and maintenance of the roads in its ownership. ŽSK has the necessary financial envelope to ensure the operation and sustainability of the project outputs.
