Currently, information on construction, i.e. submissions as entries in proceedings and decisions as final outcomes of proceedings, are carried out at the construction offices. This performance is a devolved performance of the state administration and it is stated in the Construction Act that the building office is the municipality. Applications and proposals for building procedures are therefore submitted to municipalities. The execution of construction proceedings is at the building offices and decisions as final outcomes of the proceedings are issued at the building offices and signed by the Statuaries of Municipalities, i.e. the mayors and mayors. The Ministry of Transport and Construction, as the department responsible for the performance of construction offices, does not have information on the number, duration and state of play of proceedings on this section of administration. Information on issued decisions also remains in municipalities and the Ministry has no data on the current decisions issued. This information is essential for the management of the performance of the construction offices and the targeted financing of the transferred power in this section.The establishment of construction registers will support the principle once and enough by providing the register data to the OVMs, which require these data for their performance. An example may be the provision of an approval decision to the ÚGKK when registering a building in the land register operation, providing decisions on building procedures for applications for financing of investment projects from the Structural Funds or providing statistical data to the Statistical Office of the Slovak Republic.The data of the construction registers will serve as a basis for the service “My Data”, which is intended to provide information to citizens and entrepreneurs. Through this service, they will be able to find out which proceedings are held on that agenda and are attributable to the person concerned, the time of their commencement and the information of the proceedings which will be available in the construction register. The system will increase the transparency of proceedings by providing a function of displaying all construction processes taking place on all adjacent plots of land owned by the requesting citizen.Registers will also support the OPEN DATA strategy by providing construction data to the general public. The possibility of providing data for this strategy will be included in the analysis of the solution, as there is currently no uniform approach to the publication of data in the area of construction.The system of construction registers will provide a life cycle for all priority construction data that will be kept in the system.
