Central components of administrative procedure in public administration

One of the basic requirements of the modernisation of information systems (IS) within public administration is the centralisation of the processes of individual information systems and technologies, the establishment of new progressive platforms, the unification of procedures. The Ministry of the Interior of the Slovak Republic (MV SR) deals with partial tasks which will result in streamlining the work of employees with the resulting effect of facilitating citizen communication. The Central Components of Administrative Proceedings (CKSK) project is based on the principles of the National Concept of Informatisation of Public Administration, which radically changes the view of IS deployment using Enterprise Architecture (EA), which is one of the key tools of information and communication technology used for public administration and provides the means for its effective management and control in order to:- shift towards services aimed at improving quality of life,- shift towards services aimed at increasing competitiveness, – approaching public administration to the maximum use of data in customer-oriented processes,-optimising the use of information technology in public administration thanks to the platform of shared services,- security of digital and cyber space and security of data and transactions, etc. The aim of the project is to create SaaS services for modules:- IS Log Management – IS Registry Centre- IS Electronic Archive- IS Administrative Proceedings- IS Central Register authorised- IS Management of Infringements and Penalties, and the aim of the project will lead to:(a) increasing the efficiency of public administration employees, (b) standardising the support processes and back-office of public administration, (c) increasing the use of data in processes and policy-making, (d) increasing citizens’ satisfaction with the functioning of public administration. Project implementation:- eliminates excessive administrative burden for the citizen and entrepreneur due to different ways of carrying out agendas according to administrative or infringement procedures,- automates the collection and submission of information, documents/documents already held by public authorities (OVMs),- it will simplify the submission of additional information that the OVM does not yet have when dealing with agendas according to administrative or infringement procedures,- will allow for the cancellation of local competence in the agendas according to the administrative or infringement procedure, it will reduce the amount of paper files, their transition to a fully electronic file and thus enable the complete electronic processing of documents in proceedings,- will create a central register of authorised documents, as defined in Section 23a of Act No 305/2013,- to unify the logging area in the IS, which has always been implemented in an uncoordinated manner and each project has dealt with it in its own way. Central common blocks will be provided to district offices (DO), the Police Force (PZ), the Fire and Rescue Force (HaZZ), the Ministry of the Interior, the Ministry of the Interior – the Central Authority of the State Administration for General Internal Administration and, from the point of view of building the government cloud, also in the role of the cloud service provider, – Public administration institution – public administration entity that provides public administration, including administrative proceedings, offences and fines, etc. From the point of view of the government cloud, he/she acts as a customer of cloud services.- Public administration employee – a worker providing, within the scope of his/her duties, the execution of processes that will be supported by central common blocks.- A cloud service partner – is an obliged person who is involved in supporting or assisting the activities of the cloud service provider or the cloud service subscriber, or both. The role of a cloud service partner also includes the activities of the cloud service facilitator, such as: a person who, by virtue of a contractual relationship with the cloud service provider, mediates the use, performance and supply of cloud services. The project consists of the following main activities:- Analysis and design- Implementation- Purchase of HW and SW- Testing-deployment of support activities:- Publicity and awareness- Project management The proposed national project falls under the priority axis PO7 OPII (Information Society) and contributes to the following objectives:  SPECIFIC OBJECTIVE 7.7: Enabling the modernisation and rationalisation of ICT public administration by means.
