Online eHealth Processes

In its programme statement for the period 2016-2020 in the field of health policy, the Government of the Slovak Republic has identified the area of development, renewal and modernisation as one of its priorities, which is also the new services of the health sector for individual actors in the sector. The aim of the national project “Online processes eHealth” is to significantly support the eHealth project through the electronisation of selected processes. eHealth is a project and a tool that aims to provide the right information at the right time in the right place at all stages and processes of care for citizens’ health. eHealth interconnects PHP with the aim of online exchange of medical documentation. One of the basic requirements of the eHealth project is the centralisation and electronisation of processes, the establishment of new progressive platforms, the unification of procedures in order to increase the efficiency of the healthcare provided. In line with the gradual introduction of eHealth services, the so-called back-end (administrative) processes themselves need to be effectively electronised as a precondition for the construction of online administrative registers, which are currently operated only in a limited way for the needs of eHealth. The entire issue of the National Project Online Process eHealth is the sole responsibility of the Ministry of Health of the Slovak Republic and NCZI, while the competences and scope of NCZI are laid down in Section 12 of Act No. 153/2013 Coll.. The target audience is health stakeholders such as healthcare professionals, healthcare providers, healthcare recipients and healthcare institutions. The health sector and its institutions have national coverage and the implementation of online health processes needs to be addressed centrally and at national level. The beneficiary of the project is NCZI, which is set up by the Ministry of Health of the Slovak Republic. NCZI is the entity responsible for the implementation of computerisation and computerisation of health care in the Slovak Republic. The partner of the national project will be the Office of the Deputy Prime Minister of the Slovak Republic for Investments and Informatisation (hereinafter referred to as “ÚPPVII”), which, within the meaning of Section 34a, point 1(b) of Act No 575/2001 on the organisation of government activities and the organisation of central state administration, as amended, is the central state administration body for computerisation of the company. In accordance with the Operational Programme Integrated Infrastructure 2014-2020, PAPVII will apply a maximum of 3 % of the eligible project expenditure for the implementation of IT project management standards, which will ensure active participation in project management and comprehensive management of the information society. The primary objective of the project is to optimise the agenda and duration of the registration and expiry of their registration for the following entities registered in the target registers for eHealth:A) Health care provider (Ambulance, Hospital, Pharmacy, Laboratory and others)B) Medical worker (Medician, pharmacist, nurse, pharmacist, etc. )C) to whom health care is provided in Slovakia)D) The employment relationship (relationship between the Healthcare Provider and the Healthcare Professional)E) Capital Relationship (relationship between the Health Care Provider and the Health Care Recipient) and the representation of the Healthcare ProviderF) Contractual relationship (relationship between Health Insurance and Healthcare Provider)G) Insurance relationship (relationship between Health Insurance and Health Care Recipient) Secondary objective is to build the missing supporting tools that will enable the primary objective to be achieved. The central motive of the proposed solution is to achieve the following cieľov:Pre beneficiaries ensure that the EWKO book is established as soon as possible, so that the worker can write and read EGA data as soon as possible. Early start of healthcare provision PrZS.Total reduction of administrative burden and costs caused by the lack of sufficient electronisation of processes. The project will result in online consolidated services in line with the above primary and secondary objectives. The indicative amount of funding for the implementation of the national project is EUR 7 492 101 incl. VAT, COV amounting to EUR 7 491 951.39. The expected duration of the implementation of the main activities of the project is 24 months, the estimated total duration of implementation of the project is 35 months. The project will fulfil and track measurable indicators: Additional number of government sections where decision-making is supported by analytical systems (e.g. for risk analysis),Number of new optimised sections of government.
