In its programme statement for the period 2016-2020 in the field of health policy, the Government of the Slovak Republic identified the area of development, renewal and modernisation as one of its priorities, i.e. the new services of the health sector for individual actors in the sector. In order to meet these ambitious and demanding objectives, it is necessary to reform the area of e-service provision of the resort so that the objectives and benefits of eHealth in Slovakia are met. National project Ensuring the effective use of ESO1 services by healthcare providers throughout the Slovak Republic (hereinafter referred to as “ESO1-D” or “Project”) is under the full competence of NCZI, as the operator of the eHealth System, while NCZI’s competences and responsibilities are laid down in Act No 153/2013 Coll. on the National Health Information System and amending certain acts, as amended. The project is aimed primarily at stakeholders within the eHealth System, in particular healthcare providers, healthcare professionals (in particular doctors, nurses, paramedics) and patients, institutions in the health sector, as well as all citizens (general public), regardless of their permanent residence/residence. The applicant for a non-repayable financial contribution is NCZI, which is the founding authority of the Ministry of Health of the Slovak Republic. NCZI is the entity responsible for the implementation of computerisation and computerisation of health care in the Slovak Republic. The partner of the national project will be the Office of the Deputy Prime Minister of the Slovak Republic for Investments and Informatisation (hereinafter referred to as “ÚPPVII”), which, within the meaning of Section 34a, point 1(b) of Act No 575/2001 on the organisation of government activities and the organisation of central state administration, as amended, is the central state administration body for computerisation of the company. In accordance with the Operational Programme Integrated Infrastructure 2014-2020, PAPVII will apply a maximum of 3 % of the eligible project expenditure for the implementation of IT project management standards, which will ensure active participation in project management and comprehensive management of the information society. The aim of the project is to implement in the following oblastiach:alternatívneho mobile access (identification, authentication and authorisation) of a healthcare professional (hereinafter referred to as “ZPr”): to provide access to eHealth to mobile ZPr who work in the field or outside the PC, to provide an alternative to other ZPr if required, while the main method of authentication remains the electronic health care professional’s card (hereinafter referred to as “ePZP”), providing the communication authentication module in the NCZI administration, where sa:presunú central application components of eHealth (controllers, clients and cryptocontroller) outside the ZPr computer to the Communication Authentication Module (hereinafter referred to as “KAM”) and all components will be remotely managed by NCZI, the monitoring of KAM and application components will be implemented, and in the event of an incident they will be remotely updated as soon as possible. The result of the project will be a new server solution “Central cryptocontroller” for secure access of ZPr to eHealth records, their signing and a mobile application for authentication and authorisation of access to eHealth in the field or outside PC ZPr for alternative mobile authentication and authorisation. The same result for KAM will be the transfer of all central eHealth application components from the ZPr computer to KAM and new software for monitoring these components as well as new software for reporting errors and incidents to NCZI. The indicative funding for the call for a national project is EUR 12 025 750, the COV amounts to EUR 12 025 464.27. The expected duration of the project’s main activities is 26 months, the total project duration is 33 months. The project will contribute to increasing the quality, standard and accessibility of electronic services for entrepreneurs, where entrepreneurs within the meaning of the project are a healthcare professional (ZPr) – (doctor, dentist, nurse, midwife, physiotherapist, pharmaceutical technician, paramedic, home care agency worker, medical paramedic, doctor and nurse of emergency medical service, etc.) who, when accessing the eHealth system, authenticates and authorises ePZP card, by creating a mobile application for authentication and authorisation of ZPr access to the eHealth system.
