The national project aims to create the preconditions and tools for economic regulation in healthcare and its primary starting point is the reform intention “Better regulation – better quality and sustainable health”. The health sector and its institutions have national coverage and health care providers concerned by health regulation are geographically distributed throughout Slovakia. In the area of regulation, it is necessary to manage and coordinate centrally at national level and to develop and manage a comprehensive cost model within the health sector. The Ministry of Health of the Slovak Republic currently regulates certain areas of the health sector and is also the only institution with competence for economic regulation in the health sector. The intended information system “Analytical tool for the support of economic regulation by the Ministry of Health of the Slovak Republic” will be built in accordance with Decree No 55/2014 of the Ministry of Finance of the Slovak Republic on standards for public administration information systems or the parts of the decree relating to this IS. In addition to the legislative and normative basis, the performance and efficient management of regulation also requires intelligent analytical, decision-making mechanisms and tools to implement legislative changes into practice. Currently, tools are used to support regulatory activities mostly at the level of spreadsheets, macros, separate databases and output display applications, which provide sub-calculations and structured registers. This method of processing shows an error rate and makes it labor intensive due to the high level of non-automated data processing. It is therefore necessary to implement an analytical tool to support regulation, which will provide advanced data processing functions for affected services, such as collection, analysis, modelling, prediction, interactive display and reporting of set models. The analytical tool for promoting economic regulation in the health sector contributes to the above objectives. The analytical tool for regulatory support and related infrastructure will contribute to a more efficient spending of ICT funds in the health sector. Processing and evaluation of up-to-date analytical data from the department will enable informed decisions to support effective spending of healthcare funds. Efficient regulation and monitoring of health costs are possible by setting up an economic cost model supported by a centralised analytical tool currently lacking. Prerequisites for the implementation of the project are:· Approved framework of economic regulation and cost model in healthcare, whose rules and requirements will be implemented into the analytical tool;· Quality input data: The data base of the Ministry of Health will contain up-to-date and trustworthy data for analytical and modelling calculations needed as input for calculations and simulations. If the project Analytical tool for support of economic regulation by the Ministry of Health from OP II were not implemented and would not be launched or implemented, huge demands will arise on the need for staffing capacity at the Ministry of Health due to calculations and updates of health performance prices. The regulatory unit would probably not be able to perform updates with an annual frequency, nor would it be able to carry out all activities and process documented outputs as defined in the project description. The project Analytical tool for the support of economic regulation by the Ministry of Health will be based on the methodology defined by the economic regulation project. The start of implementation of the project “Analytical tool for the support of economic regulation by the Ministry of Health” is planned for the 2nd half of 2019 (following the approval of the methodology of the reference cost model, which will be developed within the framework of this national project).
