The village Toporec is located in the northeastern part of the Slovak Republic, in the Prešov region, in the district of Kežmarok. In 2018, 1952 inhabitants were resident in the village. The area of the village is 2812 ha, the population density was 70.1 Ob./km². The first written mention of the village comes from 1277. The village is situated at an altitude of 603 m (OcÚ, 2019; ŠÚ SR, 2019).According to the Atlas of Roma Communities in Slovakia (2013), 67.8 % of the Roma population was recorded at the breakthrough of 2012/2013 in the territory of the municipality. Currently, 1376 inhabitants live in the village, which represents 70.5 % share. This is an increase of 2.7 %. In the village, MRK was concentrated in the village and segregated location on the outskirts of the Intravalan. The dwellings were connected with the village’s intravilan by a paved asphalt road.Obec Toporec establishes a school, which consists of 3 classes with accessories. The capacity of the preschool facility is 34 children. The facility provides all-day Eastern-educational care for 34 children aged 3 years. Half-day care is provided for 16 children. The language of instruction is Slovak. 4 qualified teachers work in the school. Qualified staff creates an atmosphere of safe, stimulating, stimulating and almost family environment. The main objective of the project is to improve access to quality early childhood education and care in Toporec. With the specific objectives of the submitted project sú:novostavba pre-school establishment in the municipalityextending the capacity of school infrastructure in the municipality (MŠ)promoting access of children from the MRC in the village to pre-school education and raising the number of children from MRK who have completed one year of pre-school educationsupport of technical equipment to the municipality with the presence of MRKRealisation of the submitted project will create conditions for the full participation of children from MRK in pre-primary education. The defined objectives are measurable through selected indicators. In addition, the overall costs of running and maintaining the building will be reduced.The objectives of the project are in line with the global objective of the OP HR “Promoting the development of human resources, lifelong learning and their full integration into the labour market to improve their social situation”, Priority Axis 6 “Technical equipment in municipalities with the presence of marginalised Roma communities”, with specific objective 6.1.2 “Improve access to quality education, including early childhood education and care”, with the thematic objective “Promoting social inclusion, combating poverty and any discrimination” and investment priority 6.1 “Providing support for physical, economic and social regeneration of deprived communities in urban and rural areas”. A common and programme-specific result indicator for which the target was set is “Number of children from CLLD in age 3-6 years who have completed one year of pre-school education”.
