On 28 February 2017, the Council of the Government for the Digitalisation of Public Administration and the Digital Single Market approved the document Data Management, which proposes to address the issue of data management and data sharing, whether between public administration institutions or between entities outside the public administration. According to Section 34a of the Competence Act, the ÚPVII is the central state administration body for computerisation of society. ÚPVII in the area of computerisation of the company provides central management of the company’s computerisation and policy-making of the digital single market, decision-making on the use of financial resources in public administration for information technology, the central architecture of the integrated information system of public administration and coordination of the performance of tasks in the field of computerisation of the company, including the implementation of central building blocks for Data Management. According to Act 305/2013, the administrator of the common module Process integration and data integration, which includes the central integration platform. The aim of the implementation of the national project Central API Management Platform (hereinafter referred to as “CAMP”) is to expand the number of communication channels within the provision of multi-channel access to services, which is further described in the document Strategic Priority Multichannel Access. In order to coordinate the connection of services, ensure uniform application of standards, as well as the technical solution itself, it is necessary to implement this project at a central level. The implementation and subsequent implementation of CAMP plays a key role in the process of making all public services available to third parties, including ordinary citizens and entrepreneurs. The concept and necessity of CAMP is already defined in the e-Government Act, which establishes a module of process integration and data integration by the 2017 amendment. Functionality within the single connection and subsequent interaction of access points as well as the unified access of information systems for public administration purposes can only be realised on the basis of CAMP. The implementation of the CAMP will allow the establishment of new communication channels in the framework of the provision of multichannel access to services, namely mobile access and access via third-party applications. This will lead to an increase in the interest of third parties in the use of these services. The creation of the Open API VS interface will ensure the controlled entry of third parties into the area of provision of selected electronic services by them, which at the same time will bring a renewed increase in user comfort and, on the other hand, this will not increase the already high costs of performing individual operations in the current state without computerising this system. The national concept of computerisation of public administration of the Slovak Republic (hereinafter referred to as “NKIVS”) states the obligation to provide open application interfaces by individual information systems of the state administration. The publication of these interfaces will be done thanks to the CAMP, which will also enable it to be provided to the target systems. This materialises also one of the application principles of NKIVS – Open API. Application interfaces for electronic services are public for trustworthy third-party applications and built in a way that allows anyone to use them (subject to specified conditions). All VS information systems services that are accessible to citizens and entrepreneurs via graphical interface should also be accessible through an open application interface – via Open API.API The Platform’s management is further based on follow-up documents, in particular the strategic priority Integration and orchestration, the strategic priority Multichannel Access and the Action Plan for Informatisation of Public Administration, where a single publication of major agenda services into a multichannel environment is defined as Project No.1 for Better Services. in order for these services to be usable by all organisations within, but also outside the VS (Open Interface Concept – Open API). In the framework of multi-criteria analysis, alternatives to keeping the status quo, implementing API management of the platform using synergies of existing projects, full implementation of CAMP and full purchase of CAMP were considered. In terms of maximising the benefits and efficiency of the resources spent, the study evaluated as the most appropriate alternative B followed by the implementation of other required functionalities. The Motivation for project implementation is the National Concept of Informatisation of Public Administration (hereinafter referred to as “NKIVS”), followed by the strategic priorities of the Multichannel Approach and Integration and Orchestration.
