Consolidated analysis layer – use of data to improve the functioning of public administration institutions

The present project Consolidated Analysis Layer will bring new ways of using the data available to the Slovak Republic. The present project is based on the Data Management document, which proposes to address the use of data. The implementation of the “Data-driven state” concept into practice requires a significant improvement in the use and processing of data for analytical purposes by public administration institutions. The State should take decisions on the basis of the best available knowledge. The output of the related project from the OP EVS “Improving the use of data in public administration” is the prepared guide for the use of data science in the public sector. Through specific objective 7.5 Improving the overall availability of data in public administration with an emphasis on open data, activity F will be fulfilled. Developing a central platform for sharing, integrating and managing data quality with an emphasis on open data, through the indicator Number of new datasets published in a high potential format for re-use with a target value of 5 %, counting from 1200 other datasets, which eventually consists of 60 new datasets, up to the project completion date. Through the indicator Number of sections of public administration in which decision-making is supported by analytical systems with a target value of 5, activity L will be fulfilled by the end date of the project. Support for the use of knowledge in the HG: Implementation of analytical information systems, Implementation of systems for knowledge creation and sharing (Š.C. 7.7 Allowing modernisation and rationalisation of ICT public administration by means). The national project is based on a feasibility study conducted under p. 351, available at https://metais.vicepremier.gov.sk/studia/list?fullText=351. The feasibility study, including the CBA project, was approved at the 12nd meeting of the Steering Committee of Priority Axis 7 of the Operational Programme Integrated Infrastructure on 12 June 2019.The feasibility study defined 20 scenarios (analytical models) as a tool for demonstrating the ways of using the whole project by analytical services in selected central bodies of state and public administration.These scenarios (analytical models) may change at the time of implementation according to the requirements for the work of the analytical services and the current needs of the state or public administration. However, their total number will not change. Therefore, 20 analytical models (scenarios) will be published at the end of the project. The selection of scenarios was implemented during the end of 2018. In between, the requirements for the outputs of the work of the analytical units are continuously changed and there may be a shift in the requirements at the time of implementation and completion of the project while maintaining the total number.
