Social development is closely linked to the transition from the industrial economy to the knowledge-based economy. This transition is visible across the entire spectrum of social and economic life. By concentrating economic, social and cultural activities in the regions of the region, the regions are a driving force for innovation. The regions are the prime place for innovation and new technologies, but they are also the source of many of the challenges the world is facing today – from environmental pollution to social inequalities. They are the area where persistent social, economic or environmental problems are most pronounced, but they are also a place to offer ever-new and more efficient solutions for a better quality of people’s lives. On the one hand, the Žilina Self-Governing Region must be open to the adoption of innovative solutions in all areas of the socio-economic sphere, while at the same time creating conditions that encourage the various actors to create innovative ideas and establish support mechanisms, financial and non-financial, enabling the necessary partnerships to be initiated and pilot solutions tested on the ground, in accordance with the Operational Programme Effective Public Administration Programme, so as to support addressing identified key disparities in public administration and meeting the relevant needs and requirements of European Union legislation, national legislation and development of public administration reform in the Slovak Republic.The implementation of the project aims to support the achievement of these 4 basic cross-cutting strategic cieľov:Hospodársky and social sustainable development of ŽSKEconomic management and more efficient decision-making of the ŽSKH authorityDevelopment of human resourcesControl and transparency The objectives of the economic aspect of the horizontal principle of sustainable development of the project will be to strengthen and improve access to information, communication technologies, improving their use and quality, investing in education, skills and lifelong learning, strengthening institutional capacity and efficient public administration. The project will significantly support the lifelong learning of public officials. Increasing the educational level of the target group within the project about the possibility of using new technologies through set processes, transfer of know-how will lead and correspond not only to the economic but also social sustainability of growth. An integral part of the provision of information leading to the efficiency of the functioning of public administration are processes that, together with education, will contribute to a better efficient public administration. The objectives of the social pillar of the horizontal principle of sustainable development will be to promote employment and labour mobility, promote social inclusion and combat poverty. The social aspect of the horizontal principle of sustainable development is present in the project and its importance lies mainly in raising the level of education. Through bottom-up decision-making, it will be possible to better identify needs in a given territory and to achieve greater involvement of local communities in society.
