Pursuant to Act No 575/2001 on the organisation of government activities and the organisation of central state administration, as amended, the Public Procurement Office (‘the Office’) is the central state authority for public procurement. In addition to the above, the Office performs supervision of public procurement and other tasks defined under Act No 343/2015 on public procurement and amending certain acts. As public procurement is currently one of the priorities of public administration reform, the Office, as the guarantor of public procurement, has prepared a national project entitled “Increasing efficiency in the field of public procurement in Slovakia” (hereinafter referred to as “national project”). The national project is based on the reform plan of the same name and the intention of the national project, which were approved in the month of 09/2019. The main objectives of the national project are: 1. Enhancing the quality, efficiency and professionalism of supervisory activities and detecting conflicts of interest; and 2. Ensuring long-term support for strategic public procurement. The objectives of the national project will be met by the implementation of 2 main activities, namely: 1. Promoting the unification of decision-making practice and 2. Sustainable and strategic public procurement. Activity 1 Supporting the unification of decision-making practice is mainly aimed at streamlining the processes within the supervisory department and harmonising decision-making practice through the creation of internal methodologies to guide the staff of the supervisory department. The activity will also contribute to minimising corruption related to the spending of public funds and will also facilitate its early detection by setting up a process to identify potential conflicts of interest. Several conceptual, analytical and methodological documents will be created as part of the activity and workshops will be organised to correctly implement the Public Procurement Act and fight against conflicts of interest. The activity will also increase the expertise of supervisory staff who will receive several training courses related to the Public Procurement Act and other legal and economic areas. Activity 2 Sustainable and strategic public procurement aims to raise awareness and encourage contracting authorities to use strategic public procurement, in particular in green public procurement, social aspects in public procurement and public procurement of innovative solutions. Under activity 2, the relevant staff will consist of various conceptual, analytical and methodological documents according to the degree of elaboration of the different parts of the strategic procurement, conduct training of contracting authorities on green public procurement, social aspects in public procurement and procurement of innovative solutions, organise workshops, networking and publish a journal focused on strategic public procurement. As part of the selected activities of the national project, the Authority plans to cooperate with an international organisation of the OECD. The target groups of the national project are institutions and entities of the public administration and employees of the public administration, self-governing regions, municipalities and cities and citizens (beneficiaries of public administration services). The national project will be implemented in Slovakia for a total duration of 36 months.
