Implementation of the SOC (Centre for Cybersecurity Management, Operation and Monitoring) of the Ministry of Labour, Social Affairs and Family of the Slovak Republic

The aim of the establishment of the SOC (Centre for Cybersecurity Management, Operation and Monitoring) of the Ministry of Labour, Social Affairs and Family of the Slovak Republic (hereinafter referred to as “SOC”) is to create an adequately professionally and technically equipped unit of the Ministry of Labour, Social Affairs and Family of the Slovak Republic to ensure tasks arising from the current legislation of the Slovak Republic and the EU in the field of cybersecurity. The construction of the SOC will significantly contribute to the reduction of costs for the elimination of the consequences of cyber security incidents in the MPSVaR and the organisations under its remit, by preventing the occurrence of cyber security incidents and ensuring the protection of assets in the event of their occurrence.The Ministry of Labour, Social Affairs and Family of the Slovak Republic (“the Ministry of Labour, Social Affairs and Family of the Slovak Republic” (“the Ministry of Labour, Social Affairs and Family of the Slovak Republic” (hereinafter referred to as the Ministry of Labour, Social Affairs and Family of the Slovak Republic) and the organisation under its remit (see Table 1) currently acts as the operator of several categorised network and information systems in the context of Act No 69/2018 Coll. on Cybersecurity and Decrees No 164/2018, 165/2018, 166/2018 and 362/2018 Coll. on Cybersecurity (hereinafter also the “Cybersecurity Act” (hereinafter “Cybersecurity Act” or “Personal Security Act” or “Cybersecurity Decree No. 18”). The reason for the implementation of the project is now a great deal of control, that the department has no control over them. This situation is mainly due to the undersising of human capacities, a problem that has not been resolved in the long term. This fact can be addressed from a security point of view nasledovne:dodatočnou by checking approaches, better security supervision,automating security controls.  When implementing the project, it will be necessary to proceed in accordance with Act No 215/2004 on the protection of classified information and amending certain laws, as amended, at least up to the classification level Confidential.  For this reason, Act No 95/2019 and its provisions on criticism do not apply to these projects.However, for call No OPII-2019/7/8-DOP for submitting applications for non-repayable financial contribution with a focus on Increasing the level of information and cybersecurity in the ISVS/ITVS sub-sector, a horizontal feasibility study of the same name, which defines the requirements for projects to be funded from this call, has been carried out, the aim of the study being to increase cyber security in society under priority axis OPII PO 7. The objectives of designing the concept (the proper and timely fulfilment of the requirements of the national concept and the strategic priorities of computerisation of public administration) have thus been met by the approval of this study, and this also applies to this project, as it follows precisely the accelerated horizontal study. The project is in line with the IT and security strategy documents such as the NKIVS and the objectives defined in the Strategy Paper for the Growth of Digital Services and Next Generation Access Infrastructure 2014-2020 in the area of ‘Creating a secure environment for the citizen, business and public administration’. The aim of the project is to create a safe environment for the public administration and thus for the citizen and the entrepreneur.
