Increasing the capacity of the government cloud in the Kopčianska Datacentre – Phase 1

The government cloud was created in the data center at Kopčianska ul. in Bratislava, where the basic capacity was realised from the project “IKT Infrastructure for IaaS Part 1”, which created conditions and prerequisites for reducing public administration costs, as it ensured the unification of the environment for the operation of information systems providing eGovernment services. The datacentre operator based on operational records and analysis of trends in the use of computational resources indicated that in the near future the existing capacity of government cloud resources would be exhausted. This applies to disk capacity, back-up, LAN and SAN communications networks, as well as security related components on which IaaS services are created.In capacity expansion, it is necessary to take into account trends in information technology development and to update relevant technologies where necessary.History and estimation of additional requirements for drawing capacity of Government cloudu:Počet CPU 12 1389 1546 2048 2312 3359 4096 41982016 2017 2018 2019 2020 2022 2023 Data until 2019 are drawn on the basis of the real utilisation of government cloud capacity. The estimate of the use of the Government Cloud in the coming years is the result of ISVS migration plans of individual institutions that have UPPVII at its disposal. Data storage capacity is already exhausted, it is necessary to increase the ratio of storage resources to computational power sources, which is a requirement to replenish capacity by 3 times the current state. Further expansion of the capacity of the government cloud is necessary since with the use of common infrastructure they already consider all upcoming projects on the basis of the architectural principle “cloud priority”. Without the available capacity, the migration of existing IS and the deployment of new IS to the government cloud will be jeopardised. Finally, it would not be possible to put new projects into operation, which would make it impossible to draw funds from OP II with all the negative consequences of the investments made. The main strategic document for computerisation of public administration is the National Concept of Informatisation of Public Administration of the Slovak Republic approved by the Government of the Slovak Republic on 28 September 2016. One of its priorities is the centralisation of shared services.Centralisation leads to the intention of providing common centralised processes for areas which, due to their considerable consistency and similarity, can be implemented in a uniform manner when dealing with the various agendas of the various public administration institutions. The submitted request, in terms of structure and way of describing the selected issue, is based on the “Methodical Guidance for the Processing of Feasibility Studies under the Operational Programme Integrated Infrastructure” as well as the document “Architectural Frameworks of Public Administration, Enterprise Architecture VS SR 2014-2020”. The subject of the project is to expand the infrastructure and increase the capacity for cloud services provided from the Data Centre Kopčianska ul. Bratislava.The project fulfils the strategy of building the Government Cloud and builds on the project “ICT Infrastructure for IaaS Part 1.”, expanding the computing resources in the Data Centre of Kopčianska ul. Bratislava, because these resources from the initial phase have been exhausted in the past and threatens to block the implementation of new OP II projects, which depend on the sources of the Government Cloud infrastructure. The goal status will result in optimising and streamlining the use of equipment and resources and into the potential to reduce the cost of information and communication technologies. The purpose of the project is to provide means and basic technological infrastructure that reflect the requirements of stakeholders and which are a prerequisite for the operation of the IaaS service. Alternative solutions are not analysed in the present application, as this is an extension of an existing solution where the most appropriate alternative has already been selected and the principle of efficiency of the Government Cloud with centralised computing resources has been defined and explained. The upcoming project responds to the architectural principle “Cloud Priority”, on the basis of which in the 2014-2020 programming period it is not possible to purchase HW and SW infrastructure from OPII funds individually by individual departments, but only centrally to MFSR and MVSR data centers.In the final state, the Government Cloud will provide services in the form of IaaS, PaaS and SaaS to individual state administration institutions to the extent required and will take responsibility for the care of their IT resources.
