National project entitled: “Strengthening the capacity of the health system in Slovakia and protecting public health in the context of the SARS-COV-2 and COVID-19 pandemics”- I. aims to help reduce the impact of the corona crisis in the world but especially in the context of the current situation concerning the protection of the public health of the Slovak population.The coronavirus outbreak puts a strong pressure on the whole health system, which has not been prepared for the epidemic and is sufficiently equipped with material and technical equipment. The market for special devices needed for invasive healthcare for the most affected covid patients was significantly undersised worldwide and did not cover the requirements of healthcare facilities. At that time, it was clear that any individual procurement of special equipment would be unsuccessful or excessively costly. In terms of economy, in recent years, the central purchase of more than one type of goods has proven to be a more efficient tool in achieving the economy of public spending. In order for shocks on the supply side of selected commodities to have the least impact on the provision of healthcare, the Ministry of Health of the Slovak Republic ensured the central purchase of special medical equipment for invasive treatment for COVID-19, which was subsequently placed in institutional health care facilities. In the first months of the outbreak of the pandemic, in the first months of the outbreak, inpatient care facilities were under enormous pressure to ensure adequate healthcare and the operation of these facilities had to be concentrated on coping with this surge. Smaller entities in the health system have no professional experience or capacity to implement projects co-financed by the Structural Funds and it is administrative, technically and financially difficult for them to prepare applications for non-repayable financial contributions. The national project will prioritise the support of the health system, the financing of measures in the field of prevention, diagnosis, treatment and treatment of patients diagnosed with COVID-19, with an emphasis on material and technical equipment of medical and laboratory facilities, adaptation of the working environment and ensuring access to healthcare. Individual activities will be provided through the Ministry of Health of the Slovak Republic, as the beneficiary of the national project in cooperation with the project partner, which is the Public Health Authority of the Slovak Republic and its regional authorities. In the context of the outbreak of the pandemic and COVID-19, it was necessary to secure some of the protective equipment and equipment during the first wave of the pandemic, and part of the planned budget resources had already been implemented. The need to finance medical equipment, testing, disease prevention measures, provision of protective equipment, medical devices, adaptation of the working environment and access to healthcare (COVID-19 prevention, diagnosis, treatment and treatment) will be implemented across activities through current and capital expenditure, through the following activities: A.
