tHealth – extension of eHealth to telemedicine services

In its programme statement for the period 2016-2020 in the field of health policy, the Government of the Slovak Republic identified the area of development, renewal and modernisation as one of its priorities, including the introduction of new health services for the various actors in the sector. In order to meet these ambitious and ambitious objectives, it is necessary to reform the sector’s provision of e-services in order to meet these objectives. The aim of the project is to build new e-health services in the field of distance medicine (telemedicine) based on the programme statement. The project targets a disadvantaged group of citizens aged 55 to 74. However, given that the incidence of diseases is not exclusively related to this age group, the benefits of implementing the project will also be felt for other age groups. The applicant for a non-repayable financial contribution is NCZI, which is the founding authority of the Ministry of Health of the Slovak Republic. NCZI is the entity responsible for the implementation of computerisation and computerisation of health care in the Slovak Republic and, in accordance with Section 12(2) of the NPI Act, performs tasks in the fields of computerisation of health, administration of the national health information system, standardisation of medical informatics, health statistics and provision of library and information services in the field of medical sciences and health. The applicant NCZI reflects the launched demand call with a focus on “Digital Inclusion” by identifying use cases and situations that can ensure an increase in the use of assistive technologies by introducing tools to support assisted life and telemedicine. By implementing the project “THealth – Extending EHealth to Telemedical Services” (hereinafter referred to as “the Health Project”), it will actively contribute to the achievement of the objectives related to the call in question. The primary objective of the project is patient-oriented in order to fulfil the basic principle of telemedicine, namely to maintain the relationship and interactivity between the doctor and the patient using the tool implemented by this project. Selected medical indicators and their behaviour during the sustainability period of the project will be monitored for each type of diagnosis. This will support the fulfilment of the following benefitov:Zlepšenie quality of individual values of medical indicators measured in home treatmentEarly response and intervention to change the values of medical indicators beyond the limitsA more effective change in treatment proceduresImproving the quality of life of patientsReducing the length of hospital stays by reducing the number of hospitals with the possibility of early release of the patient to the home treatmentMost visits to the doctorIncreased compliance with the patient’s treatment regimen, thus preventing possible decompensation of chronic disease and reducing the number of hospitalisations and rehospitalisation of chronically ill patients mainly due to the decompensation of their basic disease The secondary objective of the project, but also essential from the perspective of the process of return of the project. This will support the implementation of the following benefitov:Efektívnejšie management of beds spent by the patient on the bed (saved 1 hospitalisation per patient sample) More efficient time management of the doctor and service staff. During the project, additional values will be monitored, where the aim will be to involve the HR, the MES and the PS in order to set up support mechanisms for the implementation of telemedicine in order to optimise costs and introduce new procedures and elements The call is a Project Type for Action I – Implementation of Assisted Life and Telemedicine Support Tools, the aim of which is to increase and/or introduce the use of tools to support assisted life and/or telemedicine. The result of the implementation of the project will be the following effects:(a) staying in a natural home environmentb) an earlier return to the home environment after hospitalisation or providing a social service(c) in the provision of health or social care will eliminate non-productive or side-effects The output of the project bude:Overenie benefits of the solution on 1700 patients as confirmation of qualitative (monitoring of medical indicators) and quantitative indicators (tracking the KPI project)Creating a central solution that ensures communication between PSS and patient at smart application level and smart telemedicine devices. The solution will be built as an IoT telehub and will extend eHealth with new telemedicine servicesCreating patient support applications and PZSZ and providing 1700 telemedical kits, their distribution of PZS and PrZS and ZPr training for the next 5 year pilot project Setting up the certification process and the process of integrating the telemedicine device with the NIS, including the provision of support tools.
