The holder of the project Digital Learning at hand is the Ministry of Education of the Slovak Republic, which is the central body of the state administration for education, science, research and sport. The partner of the project will be the Office of the Government of the Slovak Republic, which as the operator ensures the operation and availability of the central portal, and as the administrator ensures the administration, operation and development of Govnet and the electronic connection of the central authorities of the state administration via Govnet. The applicant of the national project knows the environment of the department of education and individual schools, has experience in the implementation of large-scale projects and is also suitable in terms of eligibility. The Office of the Government is appropriate for a number of reasons: it has experience in planning and implementing projects of a similar scale and is also able to achieve the best synergies in the implementation of the proposed project through other networks and high-speed network development initiatives, thereby increasing the number of entry points and reducing the cost of access networks. At the same time, the partner has experience in the implementation of large-scale projects and is also suitable for eligibility. The aim of the project is to create and operate a service of access to digital and educational content for end-users of individual regional school facilities and to build and develop a dedicated network of the Ministry of Education of the Slovak Republic, which will enable such access to end-users of the necessary quality. The vision of the project is to ensure the system conditions necessary for creating the availability and accessibility of a wide range of information, related electronic services, or digital educational content online in schools as part of building an educational economy in the digital society. Without the necessary investment in ICT equipment and transmission infrastructure, there is a risk that digital educational content will not even reach many school facilities in the regions. The implementation of the project will eliminate regional disparities and the backwardness of schools in basic equipment and connectivity.
