The project aims to ensure comprehensive support, monitoring and evaluation of the ESIF implementation process. In order to achieve this objective, it is necessary to carry out activities to ensure the effective performance of the CCC’s tasks in the field of coordination, monitoring and evaluation in order to achieve optimal use of financial assistance in the 2014-2020 programming period, ensuring comprehensive monitoring of legislation, institutes and processes in the field of management and implementation of the ESI Funds, including an evaluation of the benefits of the previous programming period, the impact of the implementation of the NSRF and the preparatory phase for the future programming period. The outputs of these activities will provide input for the improvement of the processes related to the tasks of the CCA in the setting and management of programmes and projects. The process of implementing the Partnership Agreement in the 2014-2020 programming period requires increased demands for effective implementation of all stages of the use of ESI Funds support, starting with the programming process, through management, implementation, monitoring, control, audit and final evaluations. Expert support in developing mechanisms to ensure effective implementation of financial assistance through the delivery of expertise based on studies, concepts, analyses, methodologies and reports (referring on evaluations and experience from the previous programming period) will have a significant impact on the quality of the setting of absorption conditions and consequently on the actual intensity of the absorption of ESIF funds in the 2014-2020 programming period.Advisory and consultancy services related to monitoring, evaluation and support of the ESI Funds implementation process will create conditions and preconditions to ensure the optimal implementation of EU financial assistance in the 2014-2020 programming period at CCA level, in accordance with the provisions of national and EU legislation. The project will contribute to fulfilling the obligation to monitor progress towards EU objectives as well as the fulfilment of Fund-specific tasks according to their objectives. It will also provide input for the preparation of the next programming period.
