Supporting the performance of the PPO’s professional tasks in the fight against fraud and corruption

Project objective: Supporting the performance of the PPO’s professional tasks in the fight against fraud and corruption is to strengthen the correct application of public procurement rules and procedures with the highest consideration to ensure more qualified, efficient and effective support in the area of public procurement control and to maintain the principles of transparent public procurement, increase fair competition, fight fraud and corruption in ESIF-funded projects.  Activities: The project will be implemented through two main activities of the project – Action 1: Coordination meetings to ensure mutual awareness of ESI Funds stakeholders and Action 2: Provision of expert opinions and expert opinions. Activity No.1: Coordination meetings to ensure mutual awareness among the entities involved in the ESI Funds Through Action 1 will support the strengthening of the correct application of public procurement rules and procedures, with the highest regard to preserving the principles of public procurement, increasing fair competition, combating fraud and corruption.  A measurable indicator of the project under this activity is the number of anti-corruption and fraud measures in place which will contribute to the achievement of the defined objective. The value of the measurable indicator was established on the basis of the action taken, namely the setting up of a Coordination Committee to ensure the training and information of public procurement bodies involved in the implementation of the ESI Funds control. The Coordinating Committee shall meet, as a general rule, at two-monthly intervals. The project will finance services to arrange meetings outside the premises of the Public Procurement Office (‘the Office’). Activity 2: Provision of expert opinions and expert opinionsThe expert opinions and expert opinions are used in the context of public procurement control in cases where it is necessary to know the opinion of an expert or expert who has experience in the field concerned, or when an informed decision or opinion in the fight against corruption is necessary. The reports will be provided by contractors through external expert services. Activity No. 2 follows on from the realised project Support of PPO tasks through the provision of expert opinions and expert opinions with project code within ITMS 2014+: 301011D616, whose activities were actually completed in March 2018.  A measurable indicator within this activity is the number of staff benefiting from the results of the project. Its value is determined on the basis of the number of employees of the Office involved in the control of public procurement on the basis of the Agreement on cooperation in the control of contracts promulgated pursuant to Act No 343/2015 on public procurement and amending certain acts, as amended, signed between the Office and the Office of the Deputy Prime Minister of the Slovak Republic for Investment and Informatisation, which concerns exclusively ESIF projects. Another measurable indicator under Activity No 2 is the number of materials produced, which was determined on the basis of the expected needs of the Office by the end of 2018 for a total of 17 expert opinions and expert opinions. In estimating the number of materials produced, the Authority relied on the experience gained in the past period 2016-2018 (March) in the framework of the previous implemented project financed by the OP TA and also on the project implemented in the previous programming period.
