Over the last three years, various processes have been underway to improve the regulatory environment in terms of setting up and running businesses, attracting investment and improving the country’s competitiveness. To this end, a new framework for the licensing of business activities has been legislated which, among other things, focuses on simplifying business licensing procedures and making it easier for them to comply with the legislation. A fundamental component of this new framework is the Integrated Information System for the Exercise of Activities and Audits (OPS-ADE), which will support online formalities (notification, approval, etc.) for carrying out economic activities and the corresponding audit procedures. The OPS-ADE will make it easier for both citizens and public sector officials to manage the entire licensing chain (notification or approval, management of approvals and controls). Any natural or legal person wishing to start operating a business or modify the details of an existing company will be able to do so through the OPS-ADE, provided that they have a personal computer and an Internet connection. On the other hand, officials of the State will be able to be informed of business requests, approve and reject, and inform other competent authorities (e.g. Regions, Municipalities, Fire Brigade) of these requests. In other words, the OPS-ADE supports the smooth completion of the permitting and control process focusing on the following objectives: a) Complete information on the regulatory requirements governing the establishment and operation of businesses. b) Reduction of the period from the submission of a request relating to an economic activity until its approval. c) Minimisation of the requirement that the person concerned must visit one or more services in person. D) The possibility for interested parties to monitor the progress of their request. e) Facilitating companies to comply in good time with the requirements of the law before being checked. f) Interoperability with other information systems of the public sector, from which data will be extracted and thus need not be provided or searched by the service; g) Audit procedures based on a risk assessment analysis that will discharge the audit services and lead to more targeted and effective controls and ultimately to a reduction of the fines imposed on undertakings. Overall, all of this drastically reduces the costs of setting up and operating businesses, improves the competitiveness of the country and facilitates the attraction of new domestic and foreign investments. The IIS-ADE will be installed at the Government Cloud (G-Cloud) of the ITS S.A., while its operation and maintenance will be monitored and maintained under the auspices of the Secretariat-General for Industry in cooperation with the Directorate-General for Electricity.
