Law 3979/2011 on eGovernment is the institutional framework by which the relationship between public administration and citizens and businesses will be organised and simplified.The application of the law to public services and public bodies will radically change the way information is organised and managed as well as internal communication between public sector bodies. In addition, the ability of citizens and businesses to be served by Information and Communication Technologies (ICT), which means upgrading the quality of the services provided, transparency, reliability, security, speed and economy in transactions with all public sector services, will be radically changed. According to this Law, in particular Article 39 (as amended by Law 4038/2012 No 1) provides for the creation of a single system for the provision of electronic services and the supply of the necessary information systems, under the name of the Public Sector Network, which operates under the supervision of the Ministry of Administrative Reform and e-Government. The same article provides that the Ministry of Administrative Reform and e-Governance ‘shall collect the requests of general government bodies, assess the relevant needs, rationalise them and ensure that the relevant tenders or award procedures are carried out in accordance with European and national legislation on public procurement’. The project ‘SYZEFXIS II’ is the ‘core project’ for the establishment of the Public Sector Network (PSO). SYZEFXIS II is a transformation and extension of the SYZEFXIS project implemented and supported on behalf of the State by the GTS. In order for the infrastructure and services of SYZEFXIS II to operate, it is necessary to provide for additional actions that either support the operation of the network or contribute value-added services to it, which broaden the network’s range of services and make use of the implemented infrastructure. In particular, this act provides for the management and technical support of all the sub-projects comprising the large-scale project “SYZEFXIS II” with a view to ensuring successful implementation and integration, as well as the provision of mechanisms and tools to support the implementation and subsequent operation of the SYZEFXIS II network, such as the possibility to capture the current situation of public sector entities in relation to the “SYZEFXIS II” network (bodies, equipment, etc.) and a system for registering and managing requests for public electronic communications services. The amount of the operation is EUR 1 997 640.00, starting on 10/5/2021 and ending on 30/11/2023.
