The fundamental objective of the reform effort of the Ministry of Health is the free, universal health coverage of the population, the provision of quality health services, according to the needs of the population, through the Primary Healthcare network. The Primary Structures owe this new approach to their services, they must have an outward-looking, holistic and anthropocentric approach focusing on prevention, education and community health promotion. The necessary institutional framework exists and in accordance with Article 106 of Law 4461/2017 (Government Gazette, Series I, No 38 of 28 March 2017) shall be set up by decision of the Director of the relevant Health Region, Local Health Groups (TOMY) composed of up to twelve (12) persons of health professionals, strengthening and upgrading the work provided by the public structures providing primary health care services of the PEDY and their decentralised units. The PHC reform is perhaps the most crucial reform process in the National Health System of recent decades, while it is also one of the government’s central commitments to the health sector (decongestion of secondary care, provision of higher quality care services for chronic and chronic diseases as well as savings and improvement of the population’s health). The project is being prepared with the collaboration of the World Health Organisation (WHO) and parallel actions of institutional and operational intervention have already been launched, accompanied by the project — flag development of an Individual Electronic Health File of the PHC. The proposed operation aims to implement an integrated information system that needs to be developed gradually in order to: support the provision of services, improve the efficiency of the PHC network, improve the quality of care while reducing the cost and provide every recipient of health services with the possibility of easy access to his personal data. The content of the project is the gradual creation of the required online integrated information system, which will support the Health Network’s overall function. The proposed project will use the existing functionality of the main project of ePrescription, expand its functionalities and develop all the additional required functionalities relating to: Data management of doctors/health professionals and primary health care bodies Management of population data/receivers of health services
