LLL is today a political priority both in Europe and at international level, as it is clear that it is linked to employment, economic prosperity and the full participation of the individual in society. The ageing population, combined with the skills gap of the workforce and global competition, make LLL a crucial factor for growth and social cohesion, especially in the context of the current economic crisis. The importance of the LLL is also reflected in the policies of the European Union, which, recognising education as one of the five central pillars of Europe 2020 development policy, has set strategic objectives in the fields of education and training by 2020. In this light, the continuation of the action of Lifelong Learning Centres and the new FP is expected to contribute to reducing the share of low achievers in basic skills to 15 %, reducing to 10 % the proportion of young people aged 18-24 early leaving education and training, and increasing to 15 % the share of 25-65-year-olds participating in LLL. The implementation of the new phase is organised administratively at central level by a technically trained and experienced Project Team, whose members direct the project both centrally and at regional level, as through the organisation of technical meetings with the municipal executives, they guide and coordinate the work of the training that takes place at the first-degree LRAs. Non-formal education actions and in particular actions for general adult education are implemented in the SUBMs. DBMs are aimed at unemployed adults and workers, regardless of gender, educational attainment, country of origin, religion, place of residence, young people, students, etc., subject only to their interest in knowledge and active participation. Educational services are provided in person and/or through e-learning. The implementation of the training courses is done with the existing educational material. The beneficiaries expected to be trained total 53 999, 31,973 for the Least Developed Regions, 11,642 for Regions in Transition and 10 384 for the Most Developed Regions.
