The operation is a partnership between the public and the private sector of the form of BOT (Build, Operate, Transfer) for the provision of wholesale broadband services to telecommunications providers using the infrastructure (network) that will be developed under the operation. Its objective is to cover the “white” areas (spots) in the country’s broadband map, by establishing and upgrading high-speed telecommunications infrastructure in the regions of Eastern Macedonia & Thrace, Epirus, Thessaly, Ionian Islands, Western Greece, Peloponnese, North Aegean and Crete. .The creation/upgrading of broadband infrastructure will improve the quality of life of the inhabitants of these areas by ensuring in an electronic manner an adequate level of health, education and commercial applications. The above access infrastructure is also considered necessary in order to upgrade and improve the business activities of the regions, maintain and create new jobs. This public intervention aims to:1)provide adequate broadband coverage (population and geographical) in the areas of intervention in line with the Digital Agenda 2020 objectives. 2)the provision of satisfactory end-user interconnection services in terms of speed, quality and price comparable to those of already privileged regions, in order to reduce the risk of widening the digital divide. 3)to develop a strong future-proof network infrastructure that can support medium and long-term goals of the Digital Agenda 2020. 4)enhancing effective competition and preventing the possibility of a provider gaining an advantage over others. 5)facilitating existing providers to implement their own private investment strategy in the areas of intervention
