Improving access to online learning for students from Isverna Commune, Mehedinti county

The general objective of the project is to improve the ICT infrastructure in the field of e-education in order to make the learning process accessible in the online environment for students from Isverna Commune, Mehedinti County. According to the issues communicated by the European Commission letter No Ares(2020)1847818 on the investment initiative to respond to the SARS-Cov-2 coronavirus pandemic, the European Commission proposes to mobilise cohesion policy funds to respond in a flexible manner to the needs arising in the context of the pandemic in the sectors most affected (e.g. health, SMEs, workforce). The development of teaching activities in the school year 2020/2021 requires a series of measures necessary to carry out the educational process in good conditions for both students and teachers in the context of the pandemic crisis created by the SARS-CoV-2 coronavirus, in order to avoid a rapid increase of the coronavirus infection, but also to create the necessary conditions for carrying out the teaching activities. In this respect, one of the measures adopted by Emergency Order no. 144 of 24 August 2020 refers to ensuring students’ access to the learning process in the online environment. In this respect, the measure envisages equipping students with mobile equipment in the field of information technology such as school tablets, as well as other electronic equipment/devices, so that the training hours during the teaching activities can be carried out online, in order to avoid the direct contact of students with teachers and other students, as well as to prevent the risk of infection with the SARS-CoV-2 coronavirus, which would jeopardise the normal development of all the teaching activities necessary for the learning process. This measure aims at the national strategic interest, which is to ensure in good conditions the performance of the teaching activities in the school year 2020-2021, namely to ensure the good functioning of the public education service. Also, in the context of the existence of an exceptional situation that prevents face-to-face interaction between pupils and teachers, the adoption of mechanisms to ensure the exercise of the fundamental right to teaching is imperative from all educational units, which is why the present investment project that fully targets students’ interest and national interest is justified. The field of education is undergoing radical changes aimed at reorganising the existing infrastructure of future learning environments. ICT is a high source of spending for many school institutions, but more efficient spending of money on the right equipment and infrastructure can ensure that students are involved and motivated in the learning process, and reach their potential.
