Creating an adequate health crisis management capacity in order to ensure a timely and effective response to the COVID-19 crisis by equipping the residential institution Medico Social Assistance Unit (UAMS) within the Medias City Hall. The proposed project contributes to achieving LIOP 2S132 result indicators — health crisis management capacity before LIOP intervention: NO; After the LIOP intervention: Yes, as well as OS 9.1 Increasing the capacity to manage the COVID 19 health crisis, as it includes measures and activities necessary for the endowment of the residential institution’s Medico Social Assistance Unit (UAMS) within Medias City Hall with the necessary protective materials and equipment to prevent the spread of the SARS — CoV-2 virus among the employees of UAMS Medias and the beneficiaries of the social services provided by it. The Mediaș Social Assistance Unit was set up on the basis of the need and lack of an institution to provide medical and care services for people who, due to social, economic or mental reasons, are unable to meet their social needs and develop their own capacities to integrate into society. The unit shall operate in accordance with the provisions laid down in Government Emergency Order No 70/2002 on the administration of public health units of county and local interest and by Government Decision No 412/2003 approving the rules on the organisation, operation and financing of medical and social assistance units. UAMS Mediaș is established as a residential institution by HCL no. 120/2003 with the approval of MSF and MAP. Under the authority of the Local Public Administration, UAMS Mediaș provides care, medical services and social services to persons in the territory of the Municipality of Mediaș who need such services and do not have the necessary material means. The main categories of people who can benefit from the Unit are the elderly, those suffering from chronic conditions, who require temporary or permanent medical care and supervision. The Mediaș Social Assistance Unit is a specialised public institution with legal personality, operating on the basis of the Local Council Decision no. 120/2003. This document provides the legal framework for the provision of social services by the Medico-Social Assistance Unit. In general, these are patients who are in poor health but are no longer in need of hospitalisation, or for whom there is no resources to continue to receive care in hospitals or other healthcare facilities. Instead, as residents of UAMS Mediaș, these people receive the care they need and can socialise more.
