This operation is structured around two distinct complementary and geographical phases (DOM followed by metropolis or third country). This breakdown is consistent with a sectorisation of the eligible expenditure of the dossier according to its direct allocation or pro rata to an inter-DOM allocation key. This phase corresponds, first, to a path engineering action enabling the identification and eligibility of the beneficiary, which is entirely attributable to the operation, and then to its individualised monitoring and support in metropolitan France, (or possibly abroad), whose financial engineering costs and, in particular, indirect costs depend on the relative share of each overseas department. Thus, the operation breaks down as follows: * Reception-information-orientation of the public provided by the Regional Delegation of the Meeting: editing of the training project, evaluation, validation of the project, research of a training organisation in connection with the headquarters and the delegations of Métropole; * Organisation of mobility: reservation of the place of accommodation, reservation of the plane ticket; * Reception in Métropole by the departments of the headquarters, transit and then reception by the agents of the regional delegation concerned; * Follow-up and accompaniment of the trainee during the training by the regional delegation; * Accompaniment of the trainee in his/her vocational integration project for those who wish to stay in Metropole after their training; * Preparation for the return to the Meeting: booking the plane ticket.
