Created in 2004, EIC is a platform to support the creation of economic activities located at the Reynerie. It is aimed primarily at project promoters from all the sensitive districts of Toulouse and agglomeration, who want to set up their business. EIC is led by 6 recognised structures in this field of competence: * ADIE (financing) * AVENIR New Maison des Unômeurs (awareness about the creation of activities) * BGE (upstream and downstream support) * The Maison de l’Initiative (accompanying) * Camino (accompanying) * Coop’Action (accompanying) The Platform-Forme offers support and financing services allowing genuine access to the choice to undertake by a public in difficulty. It therefore has three main tasks: * Support for business creation and follow-up * Relationship with institutional partners and organisation of coordination between partners. * Communication about the Economic Initiative in the Neighbourhoods. EIC is open 5 days a week from Monday to Friday. The six structures operate on a regular basis, dedicating staff. Any person received as part of the reception will then be referred, depending on the maturity of his project, to one of the partners. If it does not fall under EIC, it will be oriented towards another accompanying device. Planned actions: \- _Awareness with the tool BALISE (Avenir Nouvelle Maison des Unômeurs)_ The objective of this mission is to carry out an awareness-raising work on the creation of an activity among a public who had not yet considered this possibility or who is only beginning to take an interest in it. \- _A support until creation (BGE, Camino, Coop’Action, La Maison de l’Initiative)_ This mission allows project promoters to be individually received in order to be guided and supported in the creation of their project (market study — feasibility study — financial study — preparation of a dossier — aid for the creation of own funds) _\- A grant of EUR 1 000 financed by the Midi-Pyrénées Region and paid by the Adie (subject to the obtaining of a complementary solidarity loan of at least equal amount) is offered to all the holders of projects which have benefited from an upstream project. At the end of the first financial year, a second premium of EUR 1 000 is offered to entrepreneurs to support them in the development of their business, subject to attendance at follow-up appointments. Finally, a hiring bonus allows creators who employ a first employee to benefit from EUR 1 000 to assist them (CDI or CDD over 6 months, at least half-time). _\- Support for the consolidation of activities (BGE, Camino, Coop’Action, La Maison de l’Initiative)_ This downstream accompaniment is linked to the number of EIC bonuses of EUR 1 000 released. It is mandatory for all companies financed under this scheme. This support is a real support for entrepreneurs to increase their chances of success. All these services are completely free of charge for the project promoter. **BGE Sud-Ouest is carrying out the following 2 actions within the framework of EIC in 2015 and 2016:****Strengthened support:** The objective is to support 93 project promoters of activity creation in the feasibility study of their creation project in 2015 and the same number in 2016. Support consists of assistance with the completion of the personal balance sheet, support for the conduct of the market survey, the definition of the commercial strategy and economic forecasts, assistance with the choice of legal status, the finalisation of the business start-up file and the business plan. **Post-creation support:** the aim is to support and support 50 entrepreneurs in the start-up and development phase of their business in 2015 and 50 in 2016. Support is targeted for young entrepreneurs and includes support for business development, the establishment of an administrative organisation and management tools, support for compliance with legal obligations and support for strategic decision-making.
