Genesis of the operation: The Calvados Department has been active in the field of broadband access for many years, with initial actions in the form of purchasing electronic communications services, or establishing partnerships with operators. National context: The European and national guidelines lead to encouraging the territories to have, with so-called “FTTH” solutions (Fiber To The Home), i.e. fibre optics up to home or local, a very efficient level of response, lasting in the very long term, with an appropriate economic model. Local context, local partnership involved and local governance: In terms of local governance, the decision-making body is the Departmental Assembly: This very high-speed network project was therefore initiated by a deliberation of the deliberative assembly of the General Council of 24 November 2008 (Annex A1) concerning the coverage of Calvados in broadband telecommunications, by formalising the launch of a technical-economic study to verify the value and feasibility of a long-term, structured solution, based on a departmental public network and strong community intervention. The results of this study are presented in detail (Annex A3) of this dossier. The result is the Department’s decision to launch a public service delegation (public service delegation) procedure for the design, construction and operation of a high-speed and high-speed electronic communications network. This approach was approved by the deliberation of the deliberative assembly of the General Council of 1 February 2010, on the basis of the report setting out the characteristics of the services to be provided by the delegatee (Annex A2).
