Biomass Initiation and Support of Wood Boiler Projects in Basse-Normandie DADDTE

Since 1995, the Lower Normandy Region and ADEME have been engaged in the development of the wood-energy sector through two successive programmes, the “Bois-energy and local development plan (1995-2006) and the Energy Challenge (2007-2013),” these actions, largely carried out by Biomasse Normandie, have been supported by the European Structural Funds ERDF since 2008.For the period 2007-2013, the Lower Normandy Region has set itself the objective of reducing greenhouse gas production by 500 000 tonnes of CO2 for the energy sector (representing 2.7 % of the overall regional emissions and 9.6 % of the emissions from non-transport energy consumption alone); for this purpose, one of the operational axes proposed in the Lower Normandy Challenge concerns the increase of heat production from wood-energy, through:- the continuation of the programme for the installation of high-power wood boilers in urban areas;- the development of boilers and wood heating networks in rural areas.This is a target of an additional 31,500 toe of wood consumed, including 13,000 for collective heating, which has been set for the period under consideration. At the same time, the establishment of the Heat Fund since 2009 managed by ADEME, within the framework of the Grenelle de l’Environnement, has made it possible to mobilise additional financial resources with the aim of strengthening and accelerating the development of medium- and high-power wood boiler projects in the collective housing and tertiary sectors.2013 is the last of the Challenge'nergy period; while a positive assessment of the accompanying work carried out on projects since 2007 can already be drawn, with expected results for the development of collective boilers which will exceed the targets initially set (additional consumption of wood in the order of + 17 500 toe of wood compared to the end of 2006, based on boilers in operation at the end of 2013), it should nevertheless be placed in the perspective of the post-finergy, with a "road map which will have to be based on the regional air/energy climate scheme (SRCAE).Today the Lower Normandy Region has set itself a new roadmap in December 2013; this is a guidance document that sets out targets for greenhouse gas reduction, air pollution control, renewable energy development and adaptation to climate change by 2020 and 2030. The SRCAE regional scenario includes a component on renewable thermal energy production, with targets announced in particular on wood-energy in 2020 (365,000 toe/year) and 2030 (455,000 toe/year), with the following breakdown for the collective, industrial and industrial sectors: SRCAE’s wood-energy targets for 2020 and 2030Filières Wood consumption in toe/year 2020 2030 Collective heating 33 000 48 000Industrial heating 49 000 62 000Agricultural heating 4 000 8 000While that at the level of Lower Normandy a large proportion of potential projects of significant size have already been the subject of a wide range of foresight work and achievements in the main cities of the Region for more than 15 years (although with dossiers that still need to emerge), the achievement of the new objectives set will require the achievement of more medium-sized operations that will need to be developed in the main cities of the Region for more than 15 years (with nevertheless some issues that need to be developed), the achievement of the new objectives will require the achievement of more medium-sized operations that will need to be developed and supported by the European programmes.
