Habitat is the second largest source of greenhouse gas (GES) emissions in Lower Normandy, after transport. It is a major expenditure pole for families. More in detail, in Lower Normandy, 52 % of energy consumption relates to residential and tertiary buildings, 33 % of which is for housing alone. Thermal renovation is thus an environmental, social and economic priority in Lower Normandy, with a desire for innovation, particularly in terms of eco-materials.In addition to the interest that Ouistreham and its landlord Les Cités Cherbourgeoises in energy efficiency, this question drives a territory on a wider scale. Indeed, this project shows a real integrated territorial approach since it is part of, inter alia:- departmental priorities with its “Sustainable Calvados” approach launched in 2007 — regional priorities, indeed, the Regional Council of Basse-Normandie has made the energy issue one of its priorities and has chosen to rely on a “sustainable development policy” to make Lower Normandy an exemplary territory in this area. Also eco-construction, energy saving and natural resource management are at the heart of its actions.- of the various Agendas 21 of the different scales of communities- of the different PCET Plan Climate Energy Territorial of the various communities- of the SCRAE — Regional Plan Air Climate Energy — European priorities including first the Europe 2020 Strategy, with regard to the priority to the low-carbon economy climate change and sustainable energy and secondly to the provisions of the ERDF. The energy and thermal renovation of these homes meets the various targets set by 2020 such as the reduction of GHG emissions by 20 % compared to 1990 and the 20 % increase in energy efficiency.Finally, this project also demonstrates the investment of the municipality and Logipays to reduce GHG emissions, and to move towards a green, sustainable and eco-responsible approach. General presentation of the operation The project consists of the energy and thermal renovation of a residential park of 30 dwellings/pavilions located in the municipality of Tourlaville.This energy and thermal renovation will in particular make it possible to move from class E to class B.These works will make it possible to reach the BBC label and this in accordance with the relevant specifications.The purpose of these works is to achieve cost savings (taking into account energy consumption, subscription and maintenance of the complementary equipment).Works carried out:- Replacement of wood exterior carpenters with pvc carpentries-replacement of entrance doors, roofing-replacement of the garages-replacement of the garages-replacement of the exterior woodworks by carpentry cabinets-replacement of the entrance doors-roof-replacement of the garages-replacement of the boilers
