The public heat distribution service on the Herouville-Saint-Clair network is delegated to SEMMERET (Société d’Economie Mixte pour la Masterrise et la Recovery Thermique) by a public service delegation of the type of lease. The distribution network is mainly supplied (94 % in 2015/2016) by heat recovery on the Colombelles Energy Valorisation Unit, channelled through a transmission network, delegated to Engie Cofely (other CSP). Since January 2017, Caen-la-mer, now the Urban Community, now has jurisdiction over all the heat networks in its territory. It therefore replaces the Ville d’Hérouville-Saint-Clair as the organising authority of the heat network whose operation is delegated to SEMMERET.In addition, Caen-la-mer initiated in early 2017 a territorial and participatory approach aimed at establishing a Master Plan for Energy. These steps and the reflections that preceded them have already led to the undertaking of a Master Plan of the Herouville-Saint-Clair Network, in order to consider its extension.Finally, the Energetic Valorisation Unit of Colombelles, despite its good performance in terms of energy recovery, still presents availability in summer and half season. For several years, local actors have identified heat consumers who could effectively participate in the recovery of heat from UVE in half-season and summer. The Centre Hospitalier Universitaire (CHU) in Caen, located near the boiler room of the Hérouville-Saint-Clair network, has been identified in this framework, as well as some industrialists.The aim of the project is to extend the heat network to the CHU de Caen and the Nord d’Hérouville-Saint-Clair area (municipal and industrial building), a solution identified under the Network Director Schema.It should be noted that in the longer term the network master plan also foresees two new network extensions to two districts of Caen. These future extensions are not considered under this contract.
