As part of the implementation of the SAGE Allier aval and Haut-Allier, and in accordance with their respective provisions 221 “Planning and securing uses taking into account the resource” and 333 “Planning uses taking into account the resource”, the Ep Loire, the structure carrying out these procedures, wishes to conduct an overall study of the quantitative status of water resources throughout the territory of the two SAGEs, i.e. 9 204 km², integrating the Hydrology, Milieux, Uses and Climate components. The objectives of this study are to: — Take stock of the quantitative status of surface and groundwater resources, needs and pressures; — Acquire knowledge of the functionality of resources and aquifers in the Upper Allier and Allier downstream basins, if necessary with the determination of the appropriate stretch periods for rivers. — Establish a current needs/resource adequacy assessment and a forward-looking approach to 30 and 10 years; — Determine the maximum volumes taken; — Propose a distribution of the available volumes of water resources among the categories of users; — Establish an action programme for the sustainable management of water resources in the context of climate change. — Depending on the results, the adaptation of certain provisions of the SDAGE in the SAGE territory and the definition of a protocol for intervention and monitoring of water resources will be proposed.
