Engineering and route animation

The engineering and course management team employs significant human and financial resources to monitor the operations for which they are responsible. As of 01/01/2015, the tasks were initially divided as follows: \- the Director of the PLIE assumes a coordinating role for the whole system. He leads and manages the PLIE team with daily work of listening and dialogue with the various PLIE mission officers. It organises at least every fifteen days a meeting with the entire PLIE animation and management team in order to ensure good coordination of the team. In addition, the Director is responsible for the conduct and facilitation of partnership meetings, in particular the operational technical committees which take place on average every quarter and which bring together all the signatories to the PLIE protocol, as well as the ESF beneficiaries carrying operations financed by the PLIE in the territory. In addition, the director of the PLIE monitors the structures of integration through economic activity, which are considered important as tools for integration in the territory. Finally, he participates in a series of partnership meetings on the territory, organised in particular by the departments of the State or the Rhône-Alpes Region. \- The task managers are responsible for the animation of the axis for which they are responsible. Thus, the Integration Officer ensures all the CLAS (Local Commission for Admission and Monitoring) necessary to verify the eligibility of PLIE-oriented audiences. She also provides day-to-day support to career leaders. This daily work is complemented by numerous animation meetings with all or some of the referents of the territory’s enhanced employment pathway. Mission officers are also responsible for public procurement as deemed necessary. the assistants in the department, for their part, carry out all the tasks relating to the assembly of the mentioned meetings, the follow-up of letters and contracts of employment. One of them provides support in the preparation of the various bodies, including CLAS and ensures the input of information about the ABC ViEsion software. \- An animation manager is responsible for the administration of the ABC ViEsion database. This database is a tool for the engineering team to monitor the activities of the beneficiaries and to monitor the effectiveness of the participants’ journeys. Following its reorganisation in mid 2015, the Directorate for Employment of DGA Social Cohesion and Urban in Grenoble-Alpes Métropole brings together two complementary services: an employment support service (engineering, ESF management and administrative support on the one hand and local employment areas on the other) and a Employment Resources and Developments service (business mobilisation for employment and territorial employment development). Since 1 November 2015, the previous position of Insertion of the Engineering Team has evolved to be entrusted to two regional managers in charge of piloting and deploying the PLIE in their territories, the animation and engineering of the PLIE courses, the engineering of course actions (training, collective actions). Consistent support for the professionalisation of local actors is also an inherent part of their mission. It has been carried out for several years by training on the accompanying approach (see action fiche Zoom and accompaniment) and by the design and feeding of a partnership information site (see fact sheet on the careers careers-bassingrenoblois.org). The two territorial officials carry out these tasks in close coordination with the staff responsible for the development of recruitment measures, those responsible for social clauses and support for integration through the Economic Activity (EIA) of the Employment Resources and Developments department. The engineering team was further strengthened in March 2015 by the appointment of an Innovative Projects and Hosting Officer to define, plan, and promote the implementation of the actions necessary for the emergence of projects aimed at the integration of those most in difficulty. Different lines of work are already under way: identification of the actions necessary to remove social and professional barriers to employment, support for mobility actions, fight against the digital divide, follow-up to the Mous system (Urban and Social Work Management for the inclusion of people in housing difficulties by fighting precarious housing and accompanying the closure of illegal squats and camps). **Means foreseen, modalities for implementing the action** To ensure the coordination and follow-up of the operations of the PLIE, Grenoble- Alpes Métropole Mobil
