OPERATION DUMONT DURVILLE

Operation Dumont d’Urville is part of an urban requalification policy of the Metropolitan Cur. Former sector Dumont d’Urville, it had been underexploited for many years and was occupied by brownfields due to the migration to the south of port and industrial activities. It is also located in the immediate vicinity of an area Priority Quartier Politique de la Ville (QPV). The desire to reclassify the Dumont d’Urville site is part of a more comprehensive planning process carried out at the municipal level, having instilled a dynamic of urban renewal of the metropolitan heart, since the 2000s. Due to its pivotal position, the transformation of the Dumont d’Urville sector is beginning a new stage in the reconquest of Le Havre on the brownfields linked to the migration of the port.Thus, in order to revitalise the neighbourhood, it was decided to start a new cycle of urbanisation on these plots. This operation results in the acquisition, demolition and clean-up of the plots. A biotertrine clean-up technique has also been tested at this site. This technique promotes the maintenance of polluted land on site and limits the transfer of polluted land.The public space will be completely redesigned, with the development of a new green space and new pathways enhancing soft mobility. The Dumont d’Urville project materialises, also the urban opportunity that accompanies the construction of the extension of the Lycée Saint Vincent de Paul and the senior residence along Rue Dumont d’Urville. In order to ensure overall coherence of the developments, the northern section of the rue des Chargeurs combined in parallel by the city of Le Havre, is included in the right of way of the ZAC (6 ha). Particular attention will be paid to the planting of this new space, to create continuity with the river garden, limit impermeable surfaces and promote biodiversity. In the long run, 500 new homes will be built. These buildings will be equipped with green roofs. The wooden structures will also be tested for the construction of a high-rise building.This development has been co-developed with the inhabitants of the neighbourhood as part of a consultation. In total, more than 100 inhabitants participated in workshops and public meetings. The rehabilitation of the Dumont d’Urville sector and the requalification of rue des Chargeurs Réunis are in line with the guidelines of the strategy for the requalification of central urban areas of the Europe 2020 strategy and the General Guidance Document (GOD) of the SCoT Le Havre Pointe de Caux Estuaire. By reconverting this sector, the city of Le Havre wishes to substantially improve the living environment and diversify its activities in order to revitalise the sector.
