The Region proposes preparatory and qualifying actions at all levels. Evaluations of these actions show that there is a lack of access to the first level of qualification for low-level audiences, particularly for the young population aged 26. . In addition, young people are particularly affected by unemployment in the absence of a qualification. It is in this context that the Region has created a system of Access to Qualification for this population "youth in order to promote their professional integration.The objective is to allow, each year, almost a thousand young Upper Normans to benefit from a personalised follow-up to take stock, to define a professional project and then to access a qualification path.The contract for access to the qualification (CAQ) is intended for high-Normans aged 16 to 25 years registered in a local mission, without a job and who have left the school system (college, high school, CFA) without a diploma or qualification. Young people who have been out of the school system for more than 6 months are eligible for remuneration upon signing their CAQ contract. Those who have been out for less than 6 months are paid at the time of entry into qualifying training. The Access to Qualification Contract consists of three phases:1ère phase: The definition of the training path This phase consists of taking stock of the young person’s situation (level of knowledge, interests, barriers to integration) in order to help him define his professional project and his training objectives.These objectives are then set out in a contract (the CAQ) signed by the young person with the Region, the Local Mission and the training organisation concerned. The young person can then go to phase 2 and, if he has left the school system for more than six months, receive a remuneration from the Region.2nd phase: The validation of the project and the preparation of the qualificationIt is the heart of the device, in which the young person refines his professional project and prepares to enter qualifying training. With an average duration of 750 hours, this phase allows it to validate its choices and goes through a period of immersion in business.3 rd phase: Qualification This phase marks the entry into qualifying training (in a training organisation or in an apprentice training centre). In any case, the young person is remunerated during this period and continues to benefit from a double personalised follow-up until he obtains his qualification (diploma, professional title, certification):the training organisation with which he signed his contract and his local mission adviser.The CAQ 2013 must welcome 1,000 young jobseekers.The YEI is requested only in the first two phases.
