ECOQUARTIER FLAUBERT — EMBANKMENT WORKS

The metropolis Rouen Normandie has decided to improve its attractiveness at regional, national and international level. This attractiveness includes providing people and employees with favourable socio-economic conditions, but also a remarkable environment and quality of life. High-quality and dynamic urban spaces contribute directly to this stated desire. The Ecoquartier Flaubert is part of the Rouen Seine Cité project, which includes three major projects along the Seine: Luciline Rives de Seine, the Ecoquartier Flaubert (EQF) and the New Gare district. These projects address the housing needs of the inhabitants and the challenges of developing innovative activities, services and higher services. It concentrates in a single set a mix of functions. Integrated into the 2014-2020 Agglomeration contract signed with the Region in the framework of axis 3 entitled "Building the city of tomorrow, the operation also benefits from grants awarded by the State through the Metropolitan Innovation Pact and Eco Cité. This project selected for the transformation of this former industrial port site into a central urban area of all the industrial-port sites comprising the site, is based in particular on the construction of the Flaubert Bridge and its definitive road accesses on the left bank which structure the territory and offers opportunities to serve and value land. The development of the Ecoquartier Flaubert, on the south bank of the Seine, on the communes of Petit-Quevilly and Rouen and a total right of way of approximately 90 ha, involves two operations: — The development of public spaces on the banks of Seine and the Presqu’ile Rollet (22 ha) enhancing the proximity of the river for walks and leisure activities (1st phase open to the public in 2013), and including a redeveloped right-of-way of 4.3 ha linked to port activities, — The development of an urbanisation area under ZAC procedure (68 ha), to be frequented on the horizon of its realisation by nearly 15,000 users to live, work or entertain. The ZAC procedure was chosen because it is adapted to the mastery of a large-scale urban planning operation, carried out over the equivalent of 20 years and requiring a significant public land mastery. The Flaubert district urban renewal project is the result of a study process initiated in 2001 by the Master Plan and continued on both shores of the river through the Sustainable Management Plan of the Grand Seine Ouest Project adopted in 2005. The ZAC was created on 23 June 2014, and the concession treaty was signed on 13 October and notified on 25 November 2014. Indeed, by deliberation of the Community Council, Métropole Rouen Normandie granted the operation to the SPL Rouen Normandie Aménagement, thus entrusting it with the project management of the Ecoquartier Flaubert (studies & realisation). On 3 May 2016, the transaction is declared to be of public benefit and compatibility of the PLUs; on 29 June 2016, the implementation file was approved by the Metropolitan Council.
