The Pôle de Loisir project is part of a global policy of requalification of city entrance. A major axis of communication, it gradually declined with the closure of many factories and workshops during the 20th century. Many industrial wastelands have emerged along the road.The requalification of this axis began in the early 2000s, with the creation of new large facilities (Grand Stadium), but also with the requalification of roads and the development of new roads promoting soft mobility. In the long run, more than 4 km of soft tracks will be made. Vegetated knots complete the layout. They reduce rainwater discharges by promoting infiltration, but also reduce pollutant emissions. The Graville-Sémard site, initially occupied by former industrial wastelands, was demolished and depolluted by the EPFN between 2014 and 2016. Biotertrine clean-up technology has been applied to limit land movement and reduce environmental impacts. The land released will be transferred to developers to complete the requalification, in particular via a 27 000 m area dedicated to recreation. It will diversify the activity into the city entrance, as well as the metropolitan curator and redensify this central urban area. This new area will have radiation on the scale of the agglomerated territory or even beyond. The requalification of this site into a central urban area will also help to combat urban sprawl.In order to ensure the proper functioning and sustainable requalification of the site, important road works dedicated to the service are needed. These lands are now landlocked and existing developments do not allow the site to be converted sustainably. This work will be carried out by the city of Le Havre. For this purpose, land acquisitions will be essential to re-qualify roads and unlock the sector. All public space developments will be preserved and maintained by the city of Le Havre.
