Following two fatal fires in 2011 on glass and steel buildings known as "Lods belonging to the Landlord Lower Seine, expert assessments had been carried out. In view of the uncertainties about the security of these buildings in the face of the fire risk, the community, together with the social landlord and the state services, took the decision to demolish them. This operation was part of the urban renewal programme of the City of Rouen. In 2012, fourteen of these buildings were already demolished as part of the PRU1 enabling an urban recomposition operation of nearly 3.5 ha at two sites. The NPRU provides for the demolition of six other buildings, two of which belong to the City of Rouen.The present operation concerns the demolition of the two buildings "Lods n°16 and 18 belonging to the City of Rouen, i.e. 40 empty dwellings located within the perimeter of the urban renewal district of the Hauts de Rouen. These two buildings are located on both sides of the seat of the Rouen Hockey Elite, whose building is preserved.
