HN0001448 — CITY OF THE HARBOUR — ESTABLISHMENT OF AN INTERNET SERVICE OFFER FOR LEGAL PERSONS

The City of Le Havre and the Community of Havraise Agglomeration (CODAH) have the project to create a common offer of services on the Internet for professionals, and submit a joint application for the call for projects Digital Uses. The city of Le Havre is the spokesperson for both communities; its “Modernisation, Organisation and Quality” department is the pilot of the project.The City of Le Havre (3500 agents serving 183 000 inhabitants) and CODAH (550 agents serving 243,000 inhabitants in 17 municipalities, including the city of Le Havre) want to offer a catalogue of online procedures for legal persons: companies, associations, trustees, traders and craftsmen... The aim is to simplify the journeys of professional users and to facilitate the completion of the procedures thanks in particular to access 24 hours a day, the possibility of managing procedures on a single account by several members of a professional entity, saving time for exchanges of documents, and allowing the progress of requests to be monitored at any time... The target catalogue includes various services such as subscription and water payment, monitoring of water consumption, subscription and payment of parking, applications for planning certificates, subsidies, rental of equipment, road authorisation, various payments and the follow-up of invoices... In addition, access to this offer is provided on all types of terminals: smart phones, tablets and computers.Preliminary work already carried out is capable of defining the precise scope of the project, organising it and evaluating its costs. The first step was to build the catalogue of targeted offers for the City of Le Havre and CODAH, and to identify simplification services that add value to these efforts on the Internet (e.g.: follow-up of a request, electronic transmission of files, consultation, etc.). This first work resulted in the development of a functional specifications for the e-services platform. In addition, and always in order to be able to calibrate the workload and develop a deployment schedule, the experimental development of a platform brick (account creation for a company) is currently under way. On this basis, it will be possible, in September 2015, to evaluate the average development times by brick and refine the deployment schedule.In September 2015, the detailed design and development stage of the service platform and one of the priority steps (water subscription) will begin.At present, the first group of services is being phased out for the second half of 2016.The ERDF grant is an opportunity to help create an innovative product that is adapted to the expectations of legal users.In summary on the calendar, the scope and framing of the project ranges from September 2014 to September 2015, followed by the design and development of the platform and the first Water services from September 2015 to the second half of 2016. The project then runs until December 2020 for the creation of new approaches (such as parking, urban planning, cemetery or cultural...). The aim is to make available 25 online procedures at the end of 2019.
