Wetlands are remarkable natural habitats in Normandy. They are home to almost 40 % of the bird species recorded in the region, but also 100 % of Amphibians and 100 % of Odonates. The flora, linked to these environments, is of an important richness. These habitats are major reservoirs of biodiversity in Normandy and more generally in France. These habitats have seen their area considerably reduced, more than 70 % in about 50 years. The fauna and floristic diversity of these wet biotopes is, factually, seriously threatened. In addition, wet grasslands have a natural tendency to wood gradually, adding to the threat to many species related to megaphorbiaia, wet meadows and reeds. The wetlands of Fesques and Blangy-sur-Bresle have among the last phragmitaies and megaphorbiaes of the two valleys concerned. These heritage habitats are critical to creating a vital ecological corridor for many wildlife species. They are considered predominant as migratory routes in the Regional Ecological Coherence Scheme of the Normandy region. The Conservatoire d’espaces Normandie Seine has the control of the use or land of these two wetlands located in the north of the Seine-Maritime. These two managed wetlands are part of a network of wetlands that is gradually forming the Conservatory in the northernmost part of the Normandy region. He wishes, through the call for projects of the region, to carry out ecological management work to preserve the biological integrity of these two natural sites. It has carried out two management documents, covering the period of work covered by the project, in order to advocate actions to achieve conservation objectives for species and heritage habitats. These management operations will consist of digging a pond to promote associated flora and fauna (odonates, Batracians, etc.), clearing alders, cutting poplars, laying a fence. The latter management operations aim to increase and preserve the herbaceous vegetation of the two wetlands. Prior action is necessary on the Marais de Petit Fontaine in Blangy sur Bresle, it is necessary to install a walkway to allow access to this natural site because it is bordered by several arms of the Bresle. This will allow long-term management with the City of Blangy on Bresle and the EPTB de la Bresle on this communal marsh. In this specific case the project is complementary to an eco-touristic project highlighted by the creation of an interpretive trail along the Bresle that will enhance the natural and agricultural environments of this part of the valley. The majority of the work will be carried out in subcontracting, apart from the deforestation of alders on the Marais de Fesques. This last ecological management operation will be carried out by the technical team of the Conservatoire d’espaces Normandie Seine, composed of a technical manager and five technicians. The Conservatoire, as the contracting authority and supervisor for the actions to be carried out by one or more specialised companies, will mobilise, in particular its administrative department (accountant, financial officer) and its management, for the award of one or more public contracts. The agropastoral task manager will monitor the implementation, in situ, for all the operations planned.
