2020 — Ecoquartier Saint-Sever Nouvelle Gare — Development of the place Henri Gadeau de Kerville

The Saint-Sever Nouvelle Gare eco-neighborhood project is part of the dynamics of the realisation of the New Paris Normandy Line (LNPN) and responds to the dual problem of the current rail saturation of the Rive Droite station and the lack of tertiary attractiveness of the Métropole. The Saint-Sever Nouvelle Gare project is part of Seine Cité’s overall objectives: redefinition of a new centrality for the heart of Rouen metropolis, in complementarity with the eco-neighbourhood Flaubert and Luciline.This project is part of the project of the Métropole Rouen Normandie, and is transcribed in the SCOT and the PDU.The eco-neighbourhood project Saint-Sever Nouvelle Gare in Rouen is based on a close interlinkage of urban, economic and transport issues. The aim is thus to create the conditions favourable to the increase of metropolitan functions in the territory with the opportunity to develop a quality service offer, in rapid connection with Paris and its main decision-making centres. This multifunctional district, building on the current Saint-Sever district, provides for mixed programming with the presence of housing, tertiary economic activities, public facilities, attractive public spaces and alternative car travel. It will also include a strong connection to the new station and the creation of a multimodal exchange hub in order to obtain the best possible conditions of accessibility and mobility as part of the redefinition of metropolitan centrality.In view of the introduction of the new station by 2030, the existing district must be revitalised and regain attractiveness.Also, in this context, the Métropole Rouen Normandie and the City of Rouen plan to reconfigure, year after year, the public and nature spaces of the hypercentre of Rouen on the left bank in order to promote active mobility, the return of biodiversity, the planting of the district and the attractiveness of the 1st tertiary hub of the Métropole.This action aims to completely redesign this place, which is now a parking space, to diversify its uses, especially for the many employees in office buildings, but also the students of the neighbouring school group (1,200 students), residents and users of the area (especially the cotton gymnasium), as well as to ease walking and cycling on this area, which allows you to reach the major tram station “Saint-Sever” and the south of the Saint-Sever district. Traffic, particularly by people with disabilities (many of whom use this place in view of the many activities located in the offices of this place), are particularly difficult (differential levels, lack of legibility of spaces).
