ERDF FCT CEN NORMANDY PRAM 2020-2021

Prior to the definition of a joint program at the level of the new Normandy, the two former Normandy Conservatoires each led a Regional Action Programme for Mares adapted to their territory.The Conservatoire d’espaces Normandie Ouest led a Regional Programme of Actions for the Mares in the territory of the former Normandy from 2006 to 2016. This program allowed to initiate the regional survey of the pools through a network of actors and volunteers on the basis of a shared methodology (characterisation sheet) and to implement restoration work on more than 283 pools.On the territory of the former Haute-Normandie, the Conservatoire d’espaces Normandie Seine led a Regional Programme of Actions for the Mares on the former Normandy from 2015 to 2016. The Conservatoire has developed its activities (regional centralisation of data, support for stakeholders...) by supporting the network of actors who were already working in favour of the ponds (watershed unions, intercommunalities...) but also by developing new partnerships.In 2016, the 2ex Normandy Conservatoires undertook joint and coherent actions at the level of the future greater Normandy to initiate a joint programme (regional centralisation of data, PRAM website, new characterisation sheet, PRAM brochure, etc. This work resulted in the development of a common strategy at the level of the new Normandy at the end of 2016, while retaining the specificities linked to the territories. This strategy, based on common objectives, has been adapted to history and territories and has resulted in concrete operations.In 2017 and 2018, the two former Normandy Conservatoires implemented this strategy at Normandy level thanks to the financial support of the Seine Normandie Water Agency, the Normandy Region and the European ERDF and EAFRD funds.As a continuation of the objectives identified and the actions already undertaken in the previous phase of the PRAM, the Conservatory of Natural Spaces of Normandy developed a new strategy covering the period 2019 2021.This strategy is organised around 4 axes of développement:AXE 1: Develop, animate and support the network of actors in the pools.AXE 2: Maintain and restore the seedlings of pools.AXE 3: Acquire, organise and share knowledge about pools.AXE 4: Coordinate and value the PRAM.The 4 axes are divided into 13 objectives and 44 operations. For each of the latter, indicators of achievement are also specified.These objectives and operations respond to the regional challenges of conservation of ponds in the long term and the needs expressed by the actors in the territory. Depending on new priorities identified during the implementation of actions, opportunities or requests from partners, objectives and operations may evolve. In case of significant and substantial changes, they will be submitted to the Steering Committee for validation.It should be noted that on December 14, 2019, the two Norman Conservatoires merged at their respective Extraordinary General Assembly and each voted the fusion treaty to form the Conservatoire d’espaces naturelles de Normandie. At 31/102/19, the merger of the 2 Conservatoires will be effective.
