Inter-ministerial Circular No. DGAS/DGEFP/2009/137 of 25 May 2009 provides information on the objective of the Territorial Pact for Inclusion: It aims to identify shared priorities for action in order to converge efforts and allow for a genuine dynamic of partnership, also involving the Region in its economic development and training competences. The ITP must also lay down arrangements for monitoring and evaluating integration measures (indicators, monitoring committee, etc.). * **the facilitation of information days and exchanges around the mobility of the public in inclusion**. Integration actors face difficulties in accompanying audiences around the issue of mobility. The aim is therefore to propose days of animation, exchanges and to create a dynamic and network around this issue. * **the implementation of two films on insertion and the RSA** The complexity of the system, the numerous legislative changes, the multitude of actions proposed, the sometimes complex concepts require improving communication tools in order to enable everyone to take ownership of the rules, rights and duties of this system.
