— Operation component: Defrayal of operating costs relating to the preparation, management, instruction, publicity and communication, monitoring and implementation, coordination, control and evaluation of ESF actions. Training component: the aim is to train all DIECCTE staff and the various training departments involved in the following ESF missions: instruction, audit, finance management, animation/pilotag, regional control service. — Missions component: Participation, including outside the Meeting of officials of the DIECCTE (ESF, Audit and SRC services) and the Management Authority — responsible for preparatory, management, instruction, publicity and communication, monitoring and implementation, coordination, monitoring and evaluation activities of the ESF — in seminars, working meetings dealing with Community issues. \- Human resources component: equip the DIECCTE with capacity of staff assigned to tasks of preparation, management, instruction, publicity and communication, monitoring and implementation, coordination, monitoring and evaluation of the ESF. The project may also contain expenditure corresponding to the outsourcing of certain FSCs. The objective of the action is to secure the appropriations and the ESF audit trail by outsourcing a number of FSCs to make up for the backlog in the processing of cases. This delay is sometimes problematic because payment is only made after CSF and some bearers find themselves in difficulty. All services are currently doing their best to carry out the instructions and controls carried out as soon as possible, but the late introduction of the procedures in the 2014-2020 period, as well as the recruitment of contract staff through ESF technical assistance, has gradually led to a very large workload for the human resources available. A competitive tender will have to be carried out to select a service provider able to carry out the service checks carried out on about 50 files in an efficient, fast, and secure manner. This action will therefore involve only a benefit expenditure. The necessary human resources will be left free to the choice of the claimant who will respond to the call for tenders which is likely to take the form of an MAPA. The expected result is the achievement of approximately 50 CSFs on behalf of the Managing Authority in an efficient and secure manner and as soon as possible.
