A success path towards learning and employment for young NEET

The Somme has 31.4 % of young people under the age of 25, half of whom are concentrated in the city of Amiens. The youth unemployment rate was 32.1 % in 2016, compared with 10.8 % in the first quarter of 2018 for the entire Samarian population. In addition, the Somme has the largest share of the population of non-graduates or at best patent holders (38.9 %), which is 3 percentage points higher than that of the Region. And in 2015, according to the results of the Samarian Youth Day, 6.2 % of 16-25 year olds are affected by illiteracy. In this context, the Department pays special attention to young people with social integration difficulties, whether they are young people who are beneficiaries of the RSA, under the age of 25 (about 1,800) or between 25 and 30 years of age (4,860), or young people accompanied by Social Assistance for Children (approximately 1,500). These guidelines are included in the Departmental Programme of Insertion for 2017-2021 and in the Departmental Plan for Child and Family Prevention and Protection for 2019-2023. For some of these young people, the Department is already providing answers, in partnership with the State through: • a call for projects within the framework of the Support Fund for Insertion Policies, for 600 young RSA beneficiaries or accompanied by ESA, • the national strategy to combat poverty, with the creation of 6 posts dedicated to socio-professional support for young people leaving Aid
