The Department of Aisne is committed to the fight against illectronism. To this end, it wishes to deploy digital passes throughout its territory to target audiences: seniors (+ 65 years), beneficiaries of the social minimum of 38,000 persons followed for 17,000 households in the RSA in particular (data Department of Aisne), young people with little or no graduates, in particular. This action will focus on the deployment of 1,700 checkbooks, i.e. about 17,000 passes, in the Aisne region, in complementarity with the action carried out by the High Region of France, with social centres and voluntary communities and other organisations. In order to carry out this action, the contracting authority will rely on a service provider responsible for certifying and accompanying the structures providing training services, producing the digital Pass checkbooks, monitoring the action with indicators and ensuring an assessment of the action. Field distribution will take place from the beginning of 2020 to the end of 2021.
